The European Commission, European Maritime Safety Agency (EMSA) and Member States of the European Union have expanded the scope of operation of the Vessel Traffic Monitoring and Information System (VTMIS). This project was established in accordance with the requirements of the Directive 2002/59/EC of 27 June 2002. Part of these measures are currently implemented in Poland and are co-financed by the European Union (EU) project entitled “National Maritime Safety System – KSBM”. It is implemented with a time delay in two stages: KSBM-I and KSBM-II. KSBM-I was located on the main list of individual projects of the Operational Programme “Infrastructure and Environment” for 2007–2013. The project is realised with the support of EU funds financed in the Priority VII “Environmentally-friendly Transport” under Measure 7.2 “Development of Maritime Transport”. The works were and are based on contracts signed 28.02.2011 (Stage I – KSBN-I) and 20.12.2012 (Stage II – KSBN-II). The first stage involved the purchase and installation of radar, computer and radio equipment and construction of radio communication network. The second was related mainly to the wire communication network. The system covers Polish coastal waters and seaports from Szczecin and Świnouj- ście to the border with the Kaliningrad Region. This paper presents concept of the system and the state of its implementation.

Article presents the EU legislation on Vessel Traffic Monitoring and Information System (VTMIS) and reporting formalities for ships operating to or from ports of the EU Member States, principles of its implementation in Poland and technical investments made in order to build the Polish National Maritime Safety System to ensure safety and security of shipping and economic activities inside the Polish maritime areas and meeting the requirements of these regulations.

Polish maritime administration, implementing the regulations of the European Union on Vessel Traffic Monitoring and Information System (VTMIS) and ships reporting formalities, currently forwards into operation National Maritime Safety System (KSBM). The paper presents telecommunications infra-structure of the systems with particular emphasis on the Pomeranian Telecommunication Bus, which has enables the efficient communication between sensors and transmission and exchange of data between users and meet expected requirements of e-navigation, structure and tasks of the telecommunication network and data transmission and exchange rules.

Referat prezentuje założenia i cele zintegrowanego systemu informacyjnego i monitorowania ruchu statków (VTMIS), wprowadzonego celem wdrożenia zintegrowanej polityki morskiej Unii Europejskiej oraz opisuje trzy najważniejsze jego elementy składowe: system monitorowania wykorzystujący stacje brzegowe systemu automatycznej identyfikacji statków, bazę danych Unii Europejskiej systemu identyfikacji i śledzenia dalekiego zasięgu oraz platformę informatyczną wymiany informacji. Przedstawiono w nim zasadnicze funkcje realizowane przez wymienione elementy składowe, aktualne problemy eksploatacyjne i plany dalszego rozwoju.

Paper presents principles and goals of the integrated Vessel Traffic Monitoring and Information System (VTMIS), introduced to implement the Integrated Maritime Policy of the European Union and describes its three main components: monitoring system utilizing coastal stations of the Ship borne Automatic Identification System, European Union Long Range Identification and Tracking Data Centre and informatics platform to information exchange.It sets out the essential functions performed by these components, the current operational problems and plans for further development.

In this paper, an attempt has been made to present and discuss the main issues of the Vessel Traffic, Monitoring and Information System (VTMIS). The VTMIS is the regional system being now developed by the European Union for its maritime areas. The main objective of this System is to ensure the proper level of maritime safety and antiterrorist security.
