Responsible Research and Innovation (RRI) is an emerging paradigm and a novel approach to governing science and innovation with the aim of making them ethically acceptable and socially desirable. RRI concept has become a popular term as a result of making it a cross-cutting theme for the Horizon 2020 Framework Programme. Up to date, research on the topic has focused on conceptual problems (relation with similar concepts as well as ethical, moral, philosophical, cultural underpinnings and assumptions) and on the possibilities of making the concept relevant to the Research & Innovation community in Europe and worldwide. Despite some initial efforts, there is still a need to further develop methods and techniques that could make RRI a useful framework for conducting innovation activities, especially in the business environment. The aim of this paper is to propose a range of approaches that help operationalise RRI. The approaches employ methods such as weighted indicators, maturity models and scorecards.

The article presents the results of literature research in the field of Technology Assessment (TA). In particular, the attention was focused on searching for trends determining the directions of development of this research area. Research gaps constituting the basis for undertaking new cognitive challenges were identified. As a research method, a systematic review of literature was adopted, the methodology of which was described in the first part of the article. The analysis includes a total of 1788 TA-related scientific articles available in Google Scholar and BazTech databases. The practical part of the article presents fragments of literature research and an attempt to define the concepts of Technology Assessment on their basis. The collected research material showed a high degree of variation in the scope of definitions and the research area covered by TA. This indicates the need to conduct further research in this area for the purpose of clarifying the research area which TA deals with. It is legitimate to say that the development of research in this area is necessary due to the increasing impact of technology on society.

It discusses international experiences in the field of Technology Assessment for planning the science and technology development. It presents a proposal of a general methodology of Technology Assesment.

Artykuł przedstawia zmiany dotyczące koncepcji wartościowania techniki jako jednego z narzędzi kontrolowania skutków jej upowszechniania. Zmiany te wiązały się z przemianami samej techniki i ze środowiskowymi, społecznymi (kulturowymi) skutkami jakie one wywoływały. Były także związane ze sposobami upowszechniania techniki i w konsekwencji tłem były tu również zmiany w sposobie pojmowania techniki w relacji do człowieka, społeczeństwa, kultury i natury. Najnowszym wyzwaniem jest perspektywa przemysłu 4.0 i związane z nim kształtowanie się społeczeństwa cyfrowego.

The article presents some changes concerning with the technology assessment understood as one of tools of the controlling of impacts of the technology dissemination. Those changes were connected with the changes of technology and with its environmental, societal (cultural) impacts. They were also connected with the ways of dissemination of technology as well as with the changes of its understanding in the relations with the man, society, culture and nature. The latest challenge is connected with the perspective of industry 4.0 and with the development of digital society.

W artykule autorzy podejmują próbę odniesienia się do wybranych problemów, związanych z ideą „Technology Assessment”. W kolejnych częściach artykułu przestawiono aktualny stan badań w zakresie wybranych problemów, objętych projektem realizowanym w Instytucie Inżynierii Produkcji w ramach badań statutowych. W tym zakresie skoncentrowano się na czterech głównych zadaniach, które w opinii autorów stanowią podstawę i przedmiot metodologii i metodyki badań procesów TA. Następnie podjęto próbę nakreślenia tych zadań w świetle aspektów ekonomicznych, środowiskowych, medycznych i technicznych. Podsumowanie zawiera kierunkowe propozycje dotyczące dalszych prac w omawianym obszarze.

In this paper the authors refer attempts to selected problems connected with the idea of Technology Assessment. In successive parts of the paper the current state of research is briefly introduced by the project implemented in the Institute of Production Engineering within the statutory research. In this problematic regard reported the reported research project has focused on four main tasks which in the opinion of the authors are key elements of the methodology and methodic of TA processes. The summary of the paper contains some proposals for further research in this area.
