The goal of the article is to define the Ship Traffic and Port Operation Information Critical Infrastructure Network. In first step, the basic information about EMSA are introduced. There are two main information systems for safety of the ships: SeaSafeNet and THETIS, which are presented in details. Furthermore, the ship information systems operated in Poland are introduced and described. These systems are: PHICS, MarSSiES and DGPS. Besides, the port operation systems in Baltic Sea Region are presented. According to the knowledge the 166 Ship Traffic and Operation Information Critical Infrastructure Network components are proposed.

W artykule opisano europejski system kontroli ruchu statków i monitoringu morskiego (EU Vessel Traffic and Maritime Monitoring System), jego genezę, podsystemy, zasady funkcjonowania oraz perspektywy rozwoju. W części pierwszej opisano genezę, główne cele i zadania Europejskiej Agencji ds. Bezpieczeństwa Morza EMSA (European Maritime Safety Agency). Następnie przedstawiono pięć obsługiwanych przez EMSA morskich systemów operacyjnych: SafeSeaNet, the EU LRIT Coopeartive Data Centre, the LRIT International Data Exchange, the CleanSeaNet Data Centre oraz THETIS oraz szósty – the Integrated Maritime Data Environment, IMDatE, którego ukończenie budowy spodziewane jest pod koniec 2012 r.

This article contains an analysis of the new inspection regime introduced 01/01/2011 by Port State Control affiliated to the Paris Memorandum of Understanding. Discusses the reasons for its creation, and presents its characteristics.

Artykuł zawiera analizę nowego systemu inspekcji statków wprowadzonego 01.01.2011 r. przez Inspektorów Państwa Portu (Port State Control) zrzeszonych w Komitecie Paryskim (Paris Memorandum of Understanding). Omówiono przyczyny jego powstania oraz przedstawiono charakterystykę. Przeprowadzono również analizę spodziewanych skutków jego stosowania.
