Państwowa Inspekcja Sanitarna jest powołana do realizacji zadań z zakresu zdrowia publicznego, również w sytuacjach nadzwyczajnych zagrożeń, a jej działania są realizowane przez Powiatowe Stacje Sanitarno-Epidemiologiczne i regulowane przepisami prawa oraz wynikającymi z nich procedurami formalnymi. W artykule zaprezentowano opracowany model systemu wsparcia dla funkcjonowania Stacji Sanitarno-Epidemiologicznej w przypadku zawiadomienia o zidentyfikowaniu zbiorowego zatrucia pokarmowego. Przyjęty algorytm procesu jest zgodny z obowiązującymi aktami prawnymi i procedurami postępowania wybranej Stacji Sanitarno-Epidemiologicznej w sytuacji alarmowej. Szereg przeprowadzonych symulacji możliwego zdarzenia kryzysowego stanowi podstawę do identyfikacji elementów ścieżki krytycznej działania zgodnego z procedurami, określenia wąskich gardeł procesu oraz zasobów krytycznych dla realizacji działania. Ponadto wnioski z badań pozwalają na ocenę skuteczności podejmowanych działań oraz prawidłowości ustalonych schematów postępowania w sytuacji kryzysowej, co jest niezwykle ważne w przypadku zagrożenia zdrowia i życia ludzi.

Sanitary Inspectorate is appointed to implement the tasks of public health and emergency risks. Its activities are implemented by the Sanitary-Epidemiological Station and regulated by law and the formal procedures. The article presents a support system model for the functioning of Sanitary-Epidemiological Station in the case of notice of the identified collective food poisoning. The adopted process algorithm is consistent with the prevailing legislations and procedures in selected Sanitary-Epidemiological Station to follow in emergency situations. A series of simulations of possible crisis event is the basis for identifying the critical path elements of the act in accordance with the procedures, determining process bottlenecks and critical resources for the implementation of the action. Furthermore, the conclusions of the studies allow an assessment of the effectiveness interventions and the accuracy of established patterns of conduct in a crisis situation, which is extremely important in case of threats to health and life of humans.

Istotą zarządzania kryzysowego jest możliwie najszybsze podejmowanie działań i realizowanie ich przez odpowiednie jednostki organizacyjne, służby i inspekcje. Zadania z zakresu ochrony zdrowia publicznego realizują miedzy innymi Powiatowe Stacje Sanitarno-Epidemiologiczne działające w imieniu Państwowej Inspekcji Sanitarne. W artykule zaproponowano koncepcyjny model systemu wsparcia logistycznego dla Stacji Sanitarno- Epidemiologicznej działającej w sytuacji zagrożenia zdrowia publicznego. Algorytm postępowania komórek jednostki jest zgodny z opracowanymi procedurami oraz schematami prowadżliwości metody ścieŜki krytycznej pozwala na planowanie i kontrolę realizacji przedsięwzięcia z określeniem czasu jego trwania i możliwości przewidywania skutków zmian w przebiegu czynności. Zbudowany w oparciu o graf CPM model symulacyjny pozwoli na wielokrotne powtarzanie procesu dla różnych danych wejściowych, co umożliwi identyfikację wąskich gardeł procesu, zasobów krytycznych oraz zakłóceń uniemożliwiających realizację działania zgodnie z harmonogramem. Dobrze zorganizowany system powiadamiania, reagowania i zapobiegania w ramach zarządzania kryzysowego jest niezwykle istotny w sytuacji zagrożenia zdrowia i życia ludzi.

zThe essence of crisis management is taking actions as soon as possible and implementing them by the appropriate organizational units, services and inspections. Tasks related to the protection of public health, are implemented by Sanitary-Epidemiological Stations which are acting on behalf of the Sanitary Inspectorate. The article proposes a conceptual model of logistical support system for the functioning of the Sanitary- Epidemiological Station acting in an public health-threatening emergency. Operation algorithm of unit cells is consistent with the elaborated procedures and diagrams of leading this type of intervention. The use of Critical Path Method benefits allows for the planning and controlling of the process with specifying its duration and the possibility of predicting the effects of changes in the course of operations. Simulation model based on the CPM diagram will allow for the multiple repetition of process for different input data. This will enable the identification of the process bottlenecks, critical resources and distortions that prevent process from being implemented in accordance to the planned schedule. Well-organized notification response and prevention system in the context of crisis management is extremely important in health and life-threatening emergencies.
