System sterujący pracą sygnalizacji świetlnej SCATS powstał w latach siedemdziesiątych XX wieku jako narzędzie pracy inżynierów ruchu z Sydney. Ciągle jest rozwijany i powstają jego kolejne wersje. Największą instalacją SCATS w Polsce jest obecnie największy obszarowo (obecnie 70 skrzyżowań) funkcjonujący system zarządzania ruchem w Łodzi. SCATS nadzoruje tam z powodzeniem pracę sygnalizacji w centrum miasta oraz wzdłuż trasy Łódzkiego Tramwaju Regionalnego (ŁTR), nadając priorytet jej pojazdom we współpracy z systemem zarządzania komunikacją miejską.

SCATS - the system of traffic signals management - was developed in 1970s as a tool for traffic engineers in Sydney. The biggest installation of SCATS in Poland is currently the system of traffic management functioning in Łódź, including the largest area - presently 70 intersections. SCATS successfully manages the functioning of traffic signals in the city centre, as well as alongside the track of the Łódź Regional Tramway (ŁTR), prioritizing its vehicles in cooperation with the urban transport management system RAPID.

The authors presents a description of the implemented project Intelligent Transportation Systems (ITS) in Bydgoszcz. Mainly it describe the purpose and functions of various segments of the System posed. The content is based on the concept and technical specifications of the project. The paper consists of a diagnosis of the existing transport infrastructure of the city along with cause difficulties in traveling. Also raised issues of public transport infrastructure occurring in the city. Lists the existing constraints in organizing bus and trams connections in the city. Drew care in the middle of doing and planning investments in improving the operation of trams. The following section presents an area, which there will be a draft System. Principal explanation shall be posed the tasks and goals of the implemented project and the results, that will be achieved by running a traffic control center and public transport. Describing the implemented ITS project consists of a presentation of the different subsystems in the area of: traffic control by devices functioning of ITS, giving priority to pass through the junction for selected transport measures, constant traffic monitoring using video observation, public transport management, support for dynamic passenger information at bus stops and website, display information about the occupancy of parking space and display short messages informing about any obstacles on the way and guiding drivers to alternate routes. Implemented components and control devices, including traffic observation should contribute to improve the passage of vehicles in Bydgoszcz. It is expected, that this will increase the efficiency of use of existing transport infrastructure, will help users to better plan their travel and contribute to increasing the attractiveness of public transport.

Systemy sterowania i zarządzania ruchem są instalowane w największych miastach na świecie. Zostały wdrożone m.in. w dynamicznie rozwijającym się Hongkongu, Melbourne czy Sydney. Z powodu ciągłego rozwoju cywilizacyjnego, a także coraz większej liczby samochodów problemy komunikacyjne są również bolączką wielu miast w Polsce. Pierwszym polskim miastem, w którym wdrożono system sterowania ruchem SCATS, był Rzeszów. Aktualnie rozwiązanie to funkcjonuje m.in. w Gdyni, Olsztynie i Łodzi.

The Control and Traffic Management Systems are installed in all major cities in the world. They have been implemented, for e.g. in booming Hong Kong, Melbourne and Sydney. Due to the permanent development of civilization, as well as an increasing number of cars, also many Polish cities face traffic problems. Rzeszów was the first Polish city where SCATS Traffic Control System was implemented. At present, the system works in such cities as Gdynia, Olsztyn and Łódź.
