Proces stabilizacji sytuacji wewnętrznej w Afganistanie oceniany pod kątem obecności społeczności międzynarodowej w tym kraju był najbardziej dynamiczny i znaczący w latach 2012-2013. Wówczas nastąpiła zmiana fazy operacji prowadzonej przez siły międzynarodowe pod dowództwem NATO. Trzecia faza operacji - w terminologii NATO nazywana fazą stabilizacji - w wytypowanych regionach, kontrolowanych przez Dowództwo Regionalne Wschód, przeszła w czwartą fazę - przekazywanie zadań. Autor uczestniczył w tym procesie jako zastępca dowódcy ds. koalicyjnych Dowództwa Regionalnego Wschód. W artykule jest omówiony proces przekazywania odpowiedzialności za bezpieczeństwo siłom afgańskim z perspektywy dowództwa regionalnego ISAF.

During 2012-2013, the process of stabilization of internal situation in Afghanistan seen through the presence of international community in this country was the most dynamic one. The International Security Forces in Afghanistan launched the implementation of a new phase in the operation. In NATO terminology, the “stabilization phase” in some Regional Command Eas’s areas of responsibility was superseded by the fourth phase of the operation called “security transition”. The author took part in this process when in service in Regional Command East as Deputy Commander for Coalition. The article describes the process of security transition as perceived from the perspective of the Regional Command East.

Hungarian defence forces in NATO multinational operations (highliting the Polish-Hungarian cooperation)

Nowadays, the Hungarian Defence Forces (HDF) have several multinational tasks all over the world. These are changing constantly due to the expansion of the different missions. In the beginning, HDF personnal were participating individually (officers, NCOs), and later by sub-level power in NATO and EU operations. The Provincial Reconstruction Team (PRT) mission in Afghanistan was the most successful operation of the HDF, which was terminated in March 2013. Hungarian soldiers gained considerable experience in Iraq too, where they served in a Transport Battalion under Polish command (Multinational Division). Based on these facts, this article presents some Hungarian aspects of multinational operations.
