Proces zabezpieczenia potrzeb logistycznych Policji realizuje się w praktyce za pomocą odpowiedniego systemu logistycznego. Jest to złożony system organizacyjno-funkcjonalny, którego zadaniem jest utrzymanie pożądanego potencjału logistycznego Policji, gwarantującego realizację zadań związanych z koordynowaniem i nadzorowaniem działalności gospodarki inwestycyjno-remontowej, spraw mieszkaniowych oraz gospodarki materiałowo-technicznej w zakresie kwatermistrzowskim, transportu, uzbrojenia i techniki policyjnej, w tym zaopatrywanie jednostek organizacyjnych Policji i biur KGP w sprzęt i materiały. Procesy te, niedoceniane w swoim rozmiarze, są gwarantem prawidłowego funkcjonowania jednostek, co przekłada się bezpośrednio na zapewnienie bezpieczeństwa w terenie.

The process of securing the logistical needs of the Police is implemented in practice by using the appropriate logistics system. It is a complex organizational and functional system whichz function is to maintain the desired logistical potential of Police wich guarantees realisation of the tasks associated with coordinating and supervising the activities of investment and renovation management, housing issues and the material and technical economy in the range of quartermaster, transport, armament and police techniques, including the delivery of the equipment and materials to organizational units of the Police and the National Police Headquarters offices.

Due to the insufficient critical mass of scientific expertise, and location between two the most developed centres of science in Pomerania, the Słupsk region has suffered from the lack of scientific coordination of its economic, social and cultural development. This paper, based on SWOT analysis prepared by authors, provides a comprehensive concept of a new scientific centre of excellence to be established in Słupsk. The Baltic Institute of Logistic headquartered in Słupsk (when established) will provide the necessary scientific expertise (think tank) and will play the coordinating role in assuring the growth and competitive position of the City of Słupsk and its entire region as well as contribute to the Intelligent Specialization Smart Port & City of the Pomerania Province (playing the role of the centre of logistics excellence).

The article presents the use of funds for revitalisation within the Integrated Regional Operational Programme (En. IROP/ pl. ZPORR) for the years 2004.2006 in the Pomerania Province, for the group of medium-sized towns (20.50 thousand inhabitants).
