Rzeszow is the largest city in south-eastern Poland; a city with county rights; capital of Podkarpackie region. The morphological structure of the city includes residential areas, business and services zones, industrial zones, communication areas and others, such as recreation areas, university campuses, military or religious grounds. The movement of people and goods in the zones and between zones is facilitated by means of the urban transport system, including a public transport subsystem. Rzeszow in recent years has strengthened the position of cycling. Its increase in importance is among others due to the expansion of the urban system of bicycle paths. Travelling by bike is desirable and supported the city authorities. It should be emphasized that the bike as a means of transport is commonly used for short-distance journeys; it allows the city's inhabitants to reach most places located within the city boundaries. Bike rides are of regular and irregular character, they satisfy the various needs of both the basic (e.g. commuting to work or school) and complementary (e.g. tourist trips) nature. The purpose of this article is to evaluate the competitiveness of the bike with regard to the public transport in the city of Rzeszow. The stages of its implementation is conditions for the functioning of the city, the characteristics of the urban public transport; assessment of the competitiveness of the bike. The applied method of research is an overview of the available statistical studies, direct measurement and ratio analysis.

Foresight research is an especially useful method for creating regional innovation policy. This is achieved by integrating the instruments for technology assessment with regional foresight and finally utilizing the resulting outcomes in creation of regional innovation strategies. The aim of this paper is to present the methodology of technology assessment in foresight research realized for Podkarpacie Province to identify priority, eco-innovative technologies, as well as key development directions in innovation policy. The article answers the question on how to use foresight and methods for technology assessment to support the process of regional decisionmaking on research and innovation policy.

Badania foresightowe są szczególnie przydatną metodą kreowania regionalnej polityki innowacji. Odbywa się to poprzez integrację instrumentów na rzecz oceny technologii z regionalnymi badaniami foresight, a następnie wykorzystanie uzyskanych wyników do tworzenia regionalnych strategii innowacji. Celem niniejszego artykułu jest przedstawienie metodyki oceny technologii w badaniach foresight zrealizowanych w województwie podkarpackim z zamiarem identyfikacji priorytetowych, ekoinnowacyjnych technologii, a także głównych kierunków rozwoju polityki innowacji. Artykuł odpowiada na pytanie, w jaki sposób wykorzystać metody foresightowe oraz metody oceny technologii, aby wesprzeć proces decyzyjny na szczeblu regionalnym w zakresie polityki badawczo-rozwojowej.
