Low-emission economy plans – planning and implementation dilemmas. The case of cities in the Lodz metropolitan area

Undoubtedly, each city is an anthropogenic environment filled with multiple human activities and sometimes suffering from limitations resulting from them. In particular, the exacerbating problems of poor air quality pose serious risk to the quality of life in a city. Contemporary cities should be able to successfully face the challenge and stimulate the development of low-emission economy. Low-emission Economy Plan is an instrument addressed to local authorities expected to respond to problems and needs of cities with this respect. This paper compares methodologies of drafting Low-emission Economy Plans and identifies their role in developing contemporary cities. Towns of the Lodz Metropolitan Area have been selected for the case study as cities with industrial heritage mostly coping with environmental problems triggered by the stormy growth of textile industry in the 19th and 20th centuries as well as social and economic developments currently taking place in the Lodz Metropolitan Area (in Polish: Łódzki Obszar Metropolitalny).

Gospodarka niskoemisyjna staje się jednym z głównych priorytetów lokalnych samorządów. Warunkują to nie tylko obowiązujące wymogi prawne, ale również mieszkańcy gmin, którzy coraz częściej odczuwają problem niskiej emisji. Przeprowadzone przez GANTS Consulting analizy wykorzystywanych nośników energii oraz typów instalacji grzewczych w gminie Rozprza, wykazały znaczną emisję zanieczyszczeń, tj. PM10, PM2,5, benzo(a)pirenu czy dwutlenku siarki. Po przeprowadzonych analizach stężeń poszczególnych zanieczyszczeń występujących w gminie Rozprza stwierdzono występowanie znacznych przekroczeń dopuszczalnych norm. Charakterystyka wykorzystywanych nośników energii w budowlach o różnym przeznaczeniu pokazała skalę występującego problemu jakości powietrza na obszarze gminy oraz zdefiniowała jego główne przyczyny, do których należy nieefektywne spalanie węgla kamiennego niskiej jakości w paleniskach gospodarstw domowych. Opracowany dla gminy Rozprza Plan Gospodarki Niskoemisyjnej (PGN) przewiduje w swoim zakresie szereg działań mających na celu zmniejszenie ilości zanieczyszczeń w powietrzu. Autorzy dokonali analizy możliwości realizacji zdefiniowanych celów oraz przybliżyli szerszy zakres ich wykonania.

A low carbon economy becomes one of the main priorities of local governments. They determine not only the applicable legal requirements, but also the residents of Commons, who increasingly suffer the problem of low emission. After a thorough analysis conducted by GANTS Consulting’s about used different energy carrier and types of heating systems in the municipality of Rozprza showed significant emission of pollutants PM10, PM2.5, benzo(a) pyrene or sulfur dioxide. Characteristics energy carriers used in buildings for various purposes showed range of problemair quality in the area of Rozprza municipality and defined the main reasons to whom be inefficient burning of low-quality coal in furnaces household. Developed for municipalities Rozprza plan for low-carbon economy provides a number of measures to reducing the amount of pollutants in the air. The authors analyzed the possibilities for implementation of defined objectives and presented a wider range of their performance.
