The Indian government is still promoting eCall to minimize the number of roadway disaster by reducing the response time when an accident has occurred. The eCall system is combination of an In Vehicle System(IVS), consisting of a device with a GSM cell phone and GPS (Global Positioning System)for location Tracking facility and it all consist of corresponding infrastructure of Public Safety Answering Points (PSAPs).This Intelligent Vehicle Safety System uses information and communication technologies for providing solutions for improving road safety in particular in the pre-crash phase when the accident can still be avoided or at least its severity significantly reduced. By using this system which can operate either manually or autonomously on-board the vehicle, the number of accidents and their severity can be reduced. The implementation of on board emergency call (eCall) is an ITS (Intelligent Transport System) service which has been already been deployed in different countries. Several private and public initiatives have already resulted into preliminary and pure private eCall services, mainly to the car industry. Location, enhanced emergency calls like in vehicle eCall have their primary benefit to society of saving lives and in offering an increased sense of security significance.

Przedstawiamy pierwszą część artykułu poruszającego zagadnienia związane z wdrożeniem ogólnoeuropejskiego systemu automatycznego powiadamiania o wypadkach drogowych. W części tej będzie mowa o takich zagadnieniach, jak: aktualny stan prawny, standaryzacja oraz certyfikacja struktury systemu, zakresu i sposobu transmisji danych z pojazdu do Centrum Powiadamiania Ratunkowego. Omawiamy także stan wdrożenia numeru 112, z wykorzystaniem którego będzie działał system eCall.

This paper describes some problems connected with introducing of paneuropean automatic accidents information system. Take into account legislation, standardization and certification status within the range structures of the system, range and manner of the data transmission from the vehicle to Public Safety Answering Point (PSAP). State of introducing of the emergency telephone 112 as key point of eCall system presented too. Furthermore, some problems connected with teleinformatics data communication layer, particularly with the data transmission in the vocal channel were described. Paper present accident's detection problems and problems with geographic position detection.

Przedstawiono zarys istniejącego rozwiązania CTM, zdefiniowanego w zaleceniach 3GPP 26.226, TS 26.230 i TS 26 231, przeznaczonego do transmisji znaków tekstowych w kanale głosowym z systemu IVS instalowanego w pojeździe do punktu przyjmowania zgłoszeń alarmowych (PSAP). Podano wyniki analizy (punkt po punkcie) wymagań dotyczących transmisji danych eCall przy wykorzystaniu rozwiązania CTM w odniesieniu do ogólnych wymagań wobec transmisji modemowej danych alarmowych w paśmie telefonicznym oraz opis koncepcji działania systemu eCall przy wykorzystaniu zmodyfikowanej wersji rozwiązania CTM, przedstawionej w standardzie 3GPP TR 26.967.

The article presents brief description of the existing Cellular Text telephony Modem (CTM) solution, defined in 3GPP TS 26.226, TS 26.230 i TS 26.231, dedicated for the transmission of textual characters via any voice channel from the In-Vehicle System (IVS) to the Public Safety Answering Point (PSAP), point by point analysis of the requirements related to performance of eCall via CTM with respect to the general requirements concerning emergency data transfer in band modem solution as well as description of the performance of eCall via modified CTM which is presented in 3GPP TR 26.967 standard.
