In this paper, a new multi-step approach for the selection of an LNG terminal location (for offshore terminal, onshore terminal, or floating storage regasification unit – FSRU) was presented based on the holistic evaluation of the impacts of the potential LNG terminal. The first step was to divide the entire observed area of the Adriatic Sea of the Republic of Croatia into smaller areas by using the geographic information system (GIS) and then selecting areas where the installation of an LNG terminal was technically feasible based on the pre-elimination criteria. Potential LNG terminal areas were selected by taking into account all pre-elimination criteria, and 14 areas were selected by using pre-elimination criteria in a GIS smart chart tool that enabled the analysis of spatial data. The second step involved analyzing the elimination criteria of the 14 areas selected in the first step by pre-elimination criteria analyses. Six potential LNG terminal micro-locations were selected based on the defined elimination criteria. In the third step, these six micro-locations were evaluated by experts by using 38 specific sub-criteria classified into five distinct groups: economic (11 sub-criteria), ecological (13 sub-criteria), safety (4 sub-criteria), traffic connection (6 sub-criteria), and gas needs (4 sub-criteria). The fourth step involved making a multi-criteria expert analysis of the six locations selected in the previous step (for onshore terminals, offshore terminals, and FSRU) for the analysis of three different scenarios by the PROMETHEE (Preference Ranking Organization METhod of Enrichment Evaluation) method. In every scenario, one group of sub-criteria was selected as the most important according to its cumulative relationship with the other groups of criteria (scenario 1 – economic group; scenario 2 – ecological group; scenario 3 – safety group). A different importance (weight) was given to each of the sub-criteria. The methodology presented in this paper can also be used for decision-making processes for other marine and coastal activities, where incorporating an ecosystem approach is necessary for taking into account safety and project costs; however, the selection of pre-elimination criteria, elimination criteria, and sub-criteria should be carefully adjusted to other situations or activities.

The priority objective of the article is the valuation of the selected Polish cities in the light of the sustainable development indicators, which have been developed by Central Statistical Office of Poland. Several dozens of indicators have been included in the study, which are grouped according to the four domains: social, economic, environmental, and institutional-political. It is worth mentioning, that the selected multicriteria decision aid method was used (the PROMETHEE method). The multicriteria analysis enabled to indicate the strengths and weaknesses of cities in the light of the idea of sustainable development. Moreover, the research has shown that the selected method is useful in solving the issues of contemporary urbanism.

W pracy zaproponowano analizę zrównoważonego rozwoju miast przy użyciu wybranej metody wielokryterialnego wspomagania decyzji oraz danych statystycznych udostępnianych przez Główny Urząd Statystyczny w ramach Aplikacji Wskaźniki Zrównoważonego Rozwoju. Na wstępie przedstawiono zarys historyczny idei zrównoważonego rozwoju, jak również nawiązano do problematyki jej wdrażania na terenach zurbanizowanych. Następnie część teoretyczna pracy została uzupełniona studiami przypadków, które dotyczyły trzech miast na prawach powiatu w województwie podlaskim. Natomiast w podsumowaniu przedstawiono przykłady działań ułatwiających zrównoważony rozwój współczesnych miast.

In this paper the analysis of the sustainable urban development was proposed using both the selected multi-criteria decision aiding method and statistical data published in Sustainable Development Indicators Application by the Central Statistical Office. In the beginning, the historical outline of the sustainable development was presented, as well as, author refers to the implementation of this idea to urban areas. Next, the theoretical part of the work was completed by case studies, which concerned three regional or subregional cities in Podlaskie Voivodeship. In the summary, the examples of activities facilitating the sustainable urban development were described.

Content available remote Multicriteria rankings of open-end investment funds and their stability

For research purposes, three multicriteria outranking methods (PROMETHEE, WSA and TOPSIS) were used to construct rankings of investment funds to assess their performance in the time period from January to July 2008. Nine indicators related to the distributions of return rates, purchase and management costs and to customers’ convenience were included in the set of criteria. The weight of each criterion was calculated on the basis of the relative volatility rate of the given criterion. In order to assess the stability of the rankings, the weight of a single criterion was changed (using each criterion in turn) and new rankings were constructed using the modified weights. The similarity of rankings built before and after these changes was assessed on the basis of the maximum difference between ranks and the Spearman correlation coefficient. The results obtained enable assessment not only of the stability of each outranking method, but the similarity of results obtained by different methods as well. All calculations were done using the SANNA software.
