The priority objective of this study is to identify the most popular MCDM/MCDA methods typically used to create city rankings and to conduct a comparative analysis of the selected methods. In the first part, a literature review was prepared, on the basis of which it was established that the fol-lowing methods were most commonly used to assess cities: TOPSIS, AHP and PROMETHEE. In addi-tion, the above city rankings usually pertained to the subject of sustainable development and the concept of smart city. In the subsequent empirical part, a ranking of Polish cities was created using PROMETHEE and TOPSIS methods, which enabled a comparative analysis of these methods; espe-cially in terms of the algorithm, data selection, as well as the possibility of integration with other methods.

Priorytetowym celem badania jest identyfikacja najpopularniejszych metod MCDM/MCDA stosowanych do tworzenia rankingów miast, jak również analiza porównawcza wybranych metod. W pierwszej części opracowano przegląd literatury, na podstawie którego, wykazano, że dotychczas do oceny miast najczęściej stosowano metody: TOPSIS, AHP oraz PROMETHEE. Ponadto, tworzone rankingi miast dotyczyły zazwyczaj tematyki zrównoważonego rozwoju oraz koncepcji smart city. Następnie, w części empirycznej, opracowano ranking polskich miast przy użyciu PROME-THEE oraz TOPSIS, co umożliwiło dokonanie analizy porównawczej tych metod, szczególnie w zakresie algorytmu, doboru danych, jak również możliwości integracji z innymi metodami.

Celem artykułu jest ocena efektywności ekonomicznej trzech sposobów wykonania robót dociepleniowych ścian zabytkowego budynku wg analizy LCCA (ang. Life Cycle Cost Analysis) oraz metody wielokryterialnej PROMETHEE. Na podstawie uzyskanych wyników określono najkorzystniejsze rozwiązanie, potwierdzając wybór wariantu docieplenia ścian zewnętrznych, który w rzeczywistości został zrealizowany w przypadku zabytkowego budynku dworku w Skrzynkach k. Poznania.

The aim of the article is to assess the economic efficiency of three ways of performing wall insulation works for a historic building based on the LCCA (Life Cycle Cost Analysis) analysis and the PROMETHEE multi-criteria method. On the basis of the obtained results, the most favorable solution was determined, thus confirming the selection of the external wall insulation variant, which was in fact implemented for the historic manor house in Skrzynki near Poznań.

In recent decades, decision support system has been constantly growing in the field of transportation planning. PROMETHEE (Preference Ranking Organization METHod for Enrichment Evaluation) method is an efficient decision-making support deployed in case of a finite number of criteria. It provides a partial ranking through PROMETHEE I and a complete ranking with PROMETHEE II. This outranking methodology is characterized by the elimination of scale effects between criteria and managing incomparability with the comprehensive ranking. However, PROMETHEE does not provide guidance to assign weights to criteria and assumes that decision makers are able to allocate weights. This review presents an overview of PROMETHEE models applied in transportation and points out the found gaps in literature.

The Analytical Hierarchy Process (AHP) and PROMETHEE have gained increasing attention in the field of construction management as techniques for the analysis of complex situations and as decision support for decision makers. However, these two methods in themselves or their potential applications to problems of construction management are not sufficiently defined in the existing literature. The environment of group decision-making bring even more challenges. This paper consolidates and critically discusses the current knowledge on the application of AHP and PROMETHEE methods in the light of the specifics of the construction industry. A systematic literature review was used to select the contributions indexed in the databases Scopus and Web of Science. The findings indicate that the studies deal with broad topics and different aspects in different phases of civil engineering projects. This paper provides a useful reference work for researchers and practitioners interested in the application of AHP and PROMEETHEE as tools for group decision-making in civil engineering.

Multicriteria decision aid methods are used to analyze decision problems including a series of alternative decisions evaluated on several criteria. They most often assume that perfect information is available with respect to the evaluation of the alternative decisions. However, in practice, imprecision, uncertainty or indetermination are often present at least for some criteria. This is a limit of most multicriteria methods. In particular the PROMETHEE methods do not allow directly for taking into account this kind of imperfection of information. We show how a general framework can be adapted to PROMETHEE and can be used in order to integrate different imperfect information models such as a.o. probabilities, fuzzy logic or possibility theory. An important characteristic of the proposed approach is that it makes it possible to use different models for different criteria in the same decision problem.

Celem niniejszego artykułu jest dokonanie przeglądu funkcjonalności istniejących serwisów porównawczych na polskim rynku oraz wskazanie możliwości ich rozwoju. Proponowane rozwiązanie obejmuje zwiększenie liczby kryteriów porównywania produktów oraz zaadoptowania metod wielokryterialnej analizy decyzyjnej do uzyskania najlepszych wariantów decyzyjnych z punktu widzenia użytkownika serwisu.

The following paper is dealing with directions developing in the literature on choosing the MCDA method best suited to solve a given decision problem. When considering factors originating from the subject of the decision, the main focus was on case studies which support applying a particular method to a given problem - price comparison in the Internet.

Since the enlargement of the European Union in 2004 Poland has got a great opportunity to benefit from the European Union structural funds intended for supporting restructuring and modernisation of the weaker regions of EU member countries. One of the conditions of not missing this opportunity is rational allocation of the financial means provided by the funds that depends among others on proper choice of projects that are going to be co-financed. In order to aid the decision-makers in this important and difficult task the multiple criteria analysis techniques can be applied, especially these ones based on the outranking relation. As the empirical example of above-mentioned problem the application of stochastic dominance rules and multicriteria methods from ELECTRE and PROMETHEE families to selecting projects applying for co-financing from the European Regional Development Fund and reported on Measure 1.2 Environmental protection infrastructure is going to be presented1.

In four Maghreb countries (Algeria, Morocco, Mauritania and Tunisia), a considerable improvement of the situation of the telecommunication operators has been noticed during the nineties. The evolution in these countries was very different depending on their economic policies, their effort of reorganization of their telecommunication sector and their technological change. Theses differences will be exhibited and analysed by comparing the operators' performances over a decade (1992-2001). A first approach is based on the Malmquist DEA TFP index for measuring the total factors productivity change, decomposed into technical efficiency change and technological changes. Second, using the Promethee II method and the software ARGOS, a multiple criteria analysis is performed, taking into account a larger scope of analysis. A main issue is that the general performance ranking of sets of operators by country is almost the same according to the two methods, although the variables of inputs and output used for the index of Malmquist are different and narrower in the considered scope than the chosen families of criteria used in method Promethee and software ARGOS. Both methods of analysis provide however complementary useful detailed information, especially in discriminating the technological and management progresses for Malmquist and the two dimensions of performance for Promethee: that are the service to the community and the enterprises performances, often in conflict.
