Mapa zasadnicza jako podstawowy element Państwowego Zasobu Geodezyjnego i Kartograficznego funkcjonuje od kilkudziesięciu lat i jest najbardziej aktualnym i szczegółowym opracowaniem dotyczącym sytuacji i uzbrojenia terenu. W artykule autorzy analizują funkcjonowanie mapy zasadniczej na przestrzeni lat wraz z technologiami jej prowadzenia oraz przybliżają umiejscowienie mapy zasadniczej w obecnych realiach prawnych, które jest dość nieszczęśliwe i powoduje liczne problemy i nieporozumienia, a nawet dyskusję nad sensem dalszego jej prowadzenia. Opinie te wynikają często z niewiedzy o zasadach prowadzenia i wykorzystywania mapy zasadniczej, konieczne jest więc przybliżenie korzyści dla społeczeństwa z jej funkcjonowania. Artykuł obejmuje również analizę wyników ankiety przeprowadzonej pośród użytkowników mapy zasadniczej. Wyniki pokazują jednoznacznie, że mapa zasadnicza jest opracowaniem potrzebnym, często wykorzystywanym i korzystnie wpływającym na realizację procesów inwestycyjnych.

The base map is a key element of the National Geodetic and Cartographic Resource and has been functioning for several decades. Also it is the most up-to-date and detailed study on the land situation and utilities. The authors analyze the functioning of the base map over the years including technologies and current legal reality. Because of many misunderstandings there is even a discussion on the sense of further base map usage. The article describes the benefits of the base map existence to the society and the investment processes. The authors analyze results of a survey conducted among users of the base map. The results show unequivocally that the base map is indispensable, often used and advantageously influencing the implementation of investment processes.

Powiatowe Ośrodki Dokumentacji Geodezyjnej i Kartograficznej są w Polsce podstawą funkcjonowania Krajowego Systemu Informacji o Terenie. Zgromadzone w nich dane są ciągle aktualizowane w wyniku realizacji prac geodezyjnych. W przyszłości dane te zapewne będą stanowiły podstawą Krajowej Infrastruktury Danych Przestrzennych. Aby tak się stało muszą zostać jednak przetworzone do postaci numerycznej. W wielu powiatach wymaga to jeszcze dużego nakładu pracy, ale są również takie, w których dane osiągnęły już pełną postać numeryczną. W referacie autor zwraca uwagę na wykorzystanie dostępnych technologii geoinformacyjnych nie tylko do prezentacji danych w Internecie, ale również na usprawnienie procesu zasilania zasobu. W szczególności dotyczy to zautomatyzowania procesu wydawania materiałów, dostępu do specjalistycznych informacji i funkcjonalności oraz zautomatyzowanego przyjmowania zaktualizowanych danych do zasobu.

District Land Survey and Cartographic Information Centres form the basis for the operation of the National Land Information System. Pooled data from these centres is continuously updated as a result of land surveying and in future, this data will probably constitute the basis for the National Infrastructure of Spatial Information. However, in order for this to take place, it must be converted into digital format. In many districts, it still requires a substantial amount of work, but there are also those in which the data has already been converted to full digital character. In the paper the author draws attention to the use of the geoinformation technologies available not only for the presentation of data on the Internet, but also to improve the process of expanding the resource. In particular this applies to automating the process of issuing materials, access to specialist information and functionality and automated integration of updated data into the resource.
