W referacie przedstawiono przyczyny budowy Systemu Kontrolno-Informacyjnego dla Portów Polskich (PHICS) oraz przeanalizowano jego cztery komponenty składowe oznaczone skrótami: IMO – FAL, HAZMAT, PAS-REG i PSC. Piąty komponent – bazę danych o marynarzach i ośrodkach szkoleniowych oraz bazę Centralnej Morskiej Komisji Egzaminacyjnej opisano w oddzielnym referacie prezentowanym też na tej konferencji.

The paper presents reasons for establishing of the Polish Harbours Information and Control System (PHICS) and the analysis of its four constituent components: IMO - FAL, HAZMAT, PAS - REG and PSC. The fifth component – data-bases of the seafarers, training centres and Polish Central Maritime Examination Commission are analysed in a separate paper presented on the same conference.

This paper presents the fifth component of the Polish Harbours Information and Control System (PHICS) – data-bases of seafarers, training centres and the Polish Central Marine Examination Commission. The reasons for the construction of the PHICS system and its four first constituent parts: IMO - FAL, HAZMAT, PAS-REG and PSC are described separately in paper presented on this conference too.

The ecological protection of the Baltic Sea against extremely noxious pollution by chemical substances is one of the major issues faced by the states that are located on its shore. In this article, the transport of chemicals in bulk has been analysed. An attempt has been made at grouping dangerous chemical substances based on their negative impact on the environment. Databases that were available have been studied with respect to various chemicals transported in the seaports of Szczecin and Świnoujście. Based on the data available, an attempt at analysing the traffic of tankers carrying noxious chemical substances has been taken up.

The marine safety systems, using European Safe Sea Net, help safe data sending. They make planning and guarding marine transport possible. Two systems work in Poland according to this system. They are the Maritime Safety Information Exchange System (SWIBŻ) and the Harbour and Cargo Information System (PHICS).

Systemy bezpieczeństwa morskiego, wykorzystując europejską sieć wymiany informacji Safe Sea Net, pozwalają na bezpieczne przekazywanie danych. Umożliwiają właściwe planowanie i nadzór nad transportem morskim. W Polsce w ramach tego systemu, pracują dwa: System Wymiany Informacji Bezpieczeństwa Żeglugi (SWIBŻ) i System Informacji o Portach i Ładunkach PHICS.
