Czynniki globalizacji i ich wpływ na światowe procesy

Według Komisji Europejskiej „globalizację można zdefiniować jako proces, w którym rynki i produkcja w różnych krajach stają się coraz bardziej współzależne w związku z dynamiką wymiany towarów i usług oraz przepływem kapitału i technologii. Tym samym, globalizacja oznacza zmniejszenie barier między krajami oraz wzrost powiązań ekonomicznych, politycznych i społecznych. Na wzmocnienie powiązań i współzależności wpłynęły następujące czynniki, które są wzajemnie powiązane: liberalizacja handlu międzynarodowego, znoszenie barier w swobodnym przepływie towarów i usług, liberalizacja przepływów kapitałowych, internacjonalizacja rynków finansowych, otwarcie gospodarcze i integracja z gospodarką światową, reformy rynkowe oraz wzrost zagranicznych inwestycji bezpośrednich, nowe technologie, wykorzystanie dziedziny informacyjnej i telekomunikacyjnej. Czynniki te w znaczący sposób zmieniły sposób funkcjonowania rynków, przemysłu i usług oraz firm i państw we współczesnej gospodarce ogólnoświatowej. Dużą rolę w procesie globalizacji światowych gospodarek odegrały organizacje międzynarodowe takie jak: Światowa Organizacja Handlu (WTO), Międzynarodowy Fundusz Walutowy (MFW), Bank Światowy, Organizacja Współpracy Gospodarczej i Rozwoju.

According to the European Commission “globalisation can be defined as a process in which markets and production output in various countries become more and more interdependent as a result of the dynamics of the exchange of goods and services, the flow of the capital and hi-tech. Thus, globalisation means elimination of barriers between countries and reinforcement of the economic, political and social liaisons. Strengthening of the liaisons and interrelations has been influenced by the following coexisting factors: liberalisation of the international trade, elimination of barriers in the free flow of goods and services, liberalisation of the capital flows, internationalisation of the financial markets, economic opening and integration with the world economy, market reforms and increase of the international direct investments, new technologies, application of IT and telecommunication technologies. The above enumerated factors significantly changed the mode of functioning of markets, industries, services, businesses and states in the contemporary world economy. Indisputable role in the globalisation process was played by such international organisations as: World Trade Organisation (WTO), International Monetary Fund (IMF), World Bank, Organisation for Economic Cooperation and Development (OECD).

The Organisation for Economic Co-operation and Development (OECD) is the successor of the Organisation for European Economic Co-operation (OEEC) founded on the convention signed on 16 April 1984 in Paris. The OECD founding members were 20 the most economically developed countries in the world. The OECD states are connected by the fact that they recognise in their social, political and economic life three principles such as democracy (political pluralism), respecting human rights and citizen freedom, stable growth within the framework of open market economy. September 11 events showed how much the value of security might be threatened by terrorism and how wide range of forms it may take. OECD works on a large scale deal with publications and studies on terrorism. This problem is included in the majority of OECD committees and working groups’ work programmes and also in research regarding the so called horizontal (multidisciplinary) issues. OECD concentrates on researching economic consequences of this phenomenon in a global dimension.
