Content available Military Mobility: Ambition versus Reality

This paper deals with military mobility, which in recent years has become one of the strategic priorities for both the North Atlantic Treaty Organization (NATO) and the European Union (EU). The authors argue that the ability to quickly transport soldiers and military equipment over long distances across member states’ territories is a prerequisite for an effective and rapid military response by the allies. An analysis of the achievements to date shows that the European Union is one of the key actors in identifying and eliminating existing barriers and initiating necessary infrastructure construction. Simultaneously, close cooperation with the North Atlantic Treaty Organization in this area allows the parties involved to achieve synergies. This paper analyzes the results achieved in the light of the assumed objectives. Simultaneously, elements that hinder military mobility and perspectives of the development of the studied issue are indicated.

The cross-border transport of soldiers and military equipment is particularly difficult and characterized by a distinct difference with civil transport. For its implementation, political will is needed, in line with the tolerance of representatives of foreign armed forces on the territory of the state, as well as adequate transport capacity and infrastructure capable of ensuring transport efficiency. These circumstances are particularly important in the case of alliance cooperation within NATO in the Euro-Atlantic subregion. Legislation within the organization is designed to ensure coordination of military transport activities. However, the procedures currently in place are criticized as being too rigid and failing to provide a quick transfer of forces and resources in the event of a sudden threat to one of NATO’s allies. For this reason, there have been calls to create an allied “Schengen military zone”, in which the Schengen Agreement would be abolished, internal controls and administrative hindrances between NATO countries would be lifted, and the free transport of soldiers and military equipment would take place. The aim of this article is to examine the feasibility of implementing this proposal and to identify the basic difficulties involved in carrying out military transport within the NATO context. A question arises about the possibility of creating a “Schengen military zone” for NATO. The aim of the article is, firstly, to present NATO legal sources governing the issue of military transport. In the next part of the analysis, allied military transport procedures will be analysed, accompanied by a critical identification of potential shortcomings. The article concludes by providing answers to the research question.

Żandarmeria Wojskowa stanowiła jeden z najważniejszych filarów zabezpieczenia Szczytu NATO w Warszawie i Światowych Dni Młodzieży w Polsce wśród służb i instytucji realizujących zadania ochronno-obronne w Rzeczypospolitej Polskiej. Świadczy o tym szereg zadań organizacyjno-planistycznych realizowanych w fazie przygotowania, jak i zadań w ramach zabezpieczenia ochronnego, prewencyjnego oraz wzmocnienia działań służb odpowiedzialnych za zapewnienie bezpieczeństwa państwa w fazie wykonawczej. Dla kompleksowego zabezpieczenia przedmiotowych wydarzeń przedstawiciele Żandarmerii Wojskowej uczestniczyli w licznych spotkaniach dotyczących współdziałania z Policją, Biurem Ochrony Rządu oraz Strażą Graniczną. Efektem prowadzonych uzgodnień było podpisanie porozumień w zakresie współdziałania w czasie trwania Szczytu NATO i Światowych Dni Młodzieży.

Gendarmerie was one of the most significant part of defence system of NATO summit in Warsaw and of International Youth Days in Cracow, among institutions realising security tasks in Poland. It is claimed by mulititude of tasks, that were realised on preparatory stage as well as tasks within framework of security, prevention, supporting appropriate services, that are responsible for providing national security on executive stage. For complexive protection of events, representatives of Gendarmerie took place in multiple meetings about cooperation with Police, Government Protection Burreau and with Board Guard. An effect of those meetings was signing agreements in terms of cooperation during NATO summit and International Youth Days.
