State of development of intelligent transport systems services on national roads in Poland

In recent years we can see intensifying implementation of Intelligent Transport System (ITS) measures in Polish cities and on national roads. The architecture of the National Traffic Management System (KSZR) will enable the implementation of a uniform, integrated and intelligent ICT system to launch ITS systems that are the most important for drivers and the General Directorate for National Roads and Motorways (GDDKiA). This paper presents the current state of the implementation of the ITS services on national roads in functional, physical and logical terms and the premises for the KSZR’s development. The description of the state of the development of ITS services on national roads was compiled within the framework of the RID 4D “The impact of the usage of Intelligent Transport Systems services on the level of road safety” research project, funded by the National Centre for Research and Development and the General Directorate for National Roads and Motorways.

W pracy przedstawiono historię prac zmierzających do opracowania jednolitego standardu FRAME. Opisano założenia i cele Krajowego Systemu Zarządzania Ruchem. Przedstawiono 17 modułów wdrożeniowych, które będą wdrażane na drogach sieci TEN-T, sieci dróg krajowych nie należących do tej sieci i na nowo-budowanych odcinkach dróg, w zakresie kontraktów budowlanych. W artykule przedstawiono obszary funkcjonalne KSZR i bazy danych, które będą wykorzystane do jego budowy.

The paper presents the history of the work aimed to develop a uniform standard FRAME. Describes also the aims and objectives of the National Traffic Management System. Paper shows 17 deployment modules that will be implemented on the road TEN-T network, the national road network does not belong to the network and re-built road sections in terms of construction contracts. The article presents the functional areas of KSZR and databases that will be used for its construction.

W artykule przedstawiono Krajowy System Zarządzania Ruchem /KSZR/, którego zadaniem będzie poprawa bezpieczeństwa oraz usprawnienie procesu sterowania ruchem pojazdów na drogach krajowych. GDDKiA postanowiła stworzyć system na bazie istniejących już europejskich rozwiązań poprzez zastosowanie zintegrowanych usług ITS. Twórcy KSZR postanowili wdrożyć sprawdzone rozwiązanie oparte na modelu Europejskiej Ramowej Architektury ITS, znaną pod nazwą FRAME (ang. Framework Architecture Made for Europe). Architektura FRAME pozwali GDDKiA na wdrażanie nowych komponentów oraz łatwą rozbudowę i integrację z innymi systemami. KSZR podniesie konkurencyjność polskiej infrastruktury, o ile głównym kryterium nie będzie cena lecz gwarancja jakości wykonanych modułów wdrożeniowych.

The paper presents the National Traffic Management System /KSZR/ whose task will be to improve safety and traffic management. GDDKiA decided to create a system based on already existing European solutions through the use of integrated ITS services. Developers of KSZR decided to implement a proven solution based on the FRAME model. FRAME Architecture allows GDDKiA the implementation of new components and easy expansion and integration with other systems. KSZR will increase the competitiveness of polish infrastructure, if the main criterion is not the price but the warranty of quality of the created implementation modules.
