Threat Assessment in the National Crisis Management Plans in Poland after 2010

The article discusses threat assessment in consecutive National Crisis Management Plans in Poland after 2010. The scope of the article is limited to the assessment of those threats that may have an impact at the state level and which are included in the National Crisis Management Plan. A general approach to threat assessment for the purposes of national crisis management plans has been taken. A reference to the accuracy of consecutive threat assessments in the context of the occurrence of real crises is included later in the article. In the final part of the article, the perspectives for threat assessment are discussed. Due attention is paid to threats which have an increased likelihood of occurring and the severest consequences.

W artykule omówiono temat powodzi, jednego z najbardziej niebezpiecznych zjawisk naturalnych. Powódź powoduje ogromne straty materialne, zagraża życiu i zdrowiu ludzi, dlatego tak ważne jest monitorowanie sytuacji hydrologicznej. Dotyczy to szczególnie rejonów o podwyższonym ryzyku powodzi. Ich wyznaczeniem zajmuje się aktualnie Informatyczny System Osłony Kraju (w skrócie ISOK) i tworzy mapy zagrożenia powodziowego oraz mapy ryzyka powodziowego. Utworzone mapy stanowią podstawę wyznaczania stref osłony społeczeństwa, gospodarki i środowiska naturalnego przed skutkami powodzi. Część badawcza pracy dotyczy analizy stanu napełnienia Zbiornika Goczałkowice oraz Zbiornika Dzierżno Duże. Zbiory danych poddano wnikliwej analizie statystycznej służącej zbadaniu podstawowych cech danych, w wyniku których określono obserwacje odstające i oszacowano prawdopodobieństwo wystąpienia powodzi. W wyniku przeprowadzonej analizy statystycznej wyznaczono prognozy ostrzegawcze.

The article discusses the topic of flooding, one of the most dangerous natural phenomena. Flooding causes huge material losses, it threatens the life and health of people, which is why monitoring the hydrological situation is so important. This is particularly true for regions with an increased risk of flooding. This regions are currently analyzed by ISOK, which creates flood hazard maps and flood risk maps. The maps created serve to shield society, the economy and the environment from the effects of floods. The research part of the work concerns the analysis of the filling level of the Goczałkowice Reservoir and the Dzierżno Duże Reservoir. The data sets were subjected to a thorough statistical analysis to examine the basic properties, as a result of which outlier findings were determined and the probability of floods was estimated. As a result of the statistical analysis, warning forecasts have been done.
