W artykule omówiono przeszłe i teraźniejsze cechy architektoniczne zamku we wsi Świrz w obwodzie lwowskim w Ukrainie - perły renesansowej i barokowej architektury obronnej i pałacowej. W tekście dużo uwagi poświęcono roli jaką Narodowy Związek Architektów Ukrainy odegrał w odrodzeniu zamku oraz perspektywom przyszłego wykorzystania obiektu jako rezydencji architektów Ukrainy.

The article discusses the past and present architectural features of the castle in the village of Svirzh, Lviv Oblast, Ukraine: a pearl of Renaissance and Baroque defensive and palace architecture. The text devotes a lot of attention to the role that the National Union of Architects of Ukraine played in the revival of the castle and the prospects for the future use of the building as a residence for architects of Ukraine.

Przepisy urbanistyczne, które regulują wszystkie aspekty działalności różnych podmiotów związanych z branżą architektoniczną i planowaniem, są bardzo ważnym elementem w działalności każdego kraju. Jest to szczególnie ważne w Ukrainie, gdzie demokracja rynkowa dopiero się kształtuje, a z powodu zniszczeń wojennych spodziewany jest wielki boom budowlany oraz pojawienie się ogromnych możliwości i potrzeb inwestycyjnych. Parlament ukraiński w obecnej kadencji ogłosił kolejną reformę urbanistyczną. Szczegółowa analiza pokazuje, że wiele jej przepisów jest sprzecznych, niewyważonych i tendencyjnych. Wśród dużej liczby regulacji, dotyczących dalszej cyfryzacji branży architektury i urbanistyki, znajdują się przepisy dotyczące praktycznego wyłączenia przedstawicieli dużego biznesu budowlanego spod działania ustawy. Ułatwienie inwestycji wielkim korporacjom jest faktycznym celem projektu ustawy. Narodowy Związek Architektów Ukrainy nie tylko sprzeciwia się takim tendencyjnym zmianom w ustawodawstwie, ale także proponuje konkretny sposób rozwiązania problemów. Takim działaniem powinno być opracowanie Kodeksu urbanistycznego, który będzie oparty na publicznym dialogu z szerokim udziałem społeczeństwa, środowiska zawodowego, przedstawicieli samorządu terytorialnego - wszystkich zainteresowanych kształtowaniem nowoczesnego, w pełni harmonijnego środowiska w Ukrainie w najgłębszym znaczeniu tego pojęcia. Narodowy Związek Architektów Ukrainy jest gotowy do pełnienia roli profesjonalnej platformy publicznej dla prac na tak dużą skalę.

Urban planning legislation, which regulates all aspects of the activities of the various entities involved in the architectural and planning industry, is a very important element in the functioning of any country. All the more so in Ukraine, where market democracy is at the early stage of development and, due to the devastation of the war, a huge construction boom is expected to bring huge investment opportunities and needs. The Ukrainian Parliament announced another urban planning reform in its current term. A detailed analysis shows that many of its provisions are contradictory, unbalanced and biased. Among the large number of regulations concerning the further digitalisation of the architecture and urban planning industry are provisions providing for the actual exclusion of representatives of the large construction business from the act. Facilitating investment by large corporations is the actual purpose of the draft bill. The National Union of Architects of Ukraine not only opposes to such biased changes in legislation, but also proposes a concrete way to deal with the problematic issues. One of them is the development of an Urban Planning Code, which will be based on a public dialogue with the broad participation of the public, the professional community, representatives of local self-government - i.e. all the entities interested in shaping a modern, fully harmonious environment in Ukraine in the deepest sense of the term. The National Union of Architects of Ukraine is ready to act as a professional public platform for such large-scale initiative.
