The efficient and affordable transport systems are necessary for economic development and for the need to mitigate adverse externalities to health and the environment. Countries all over the world should support greater use of public and non-motorized transport and promote an integrated approach to policy mak-ing including policies and planning for land use, infrastructure, public transport systems and goods delivery networks, with a view to providing safe, affordable and efficient transportation, increasing energy efficiency and reducing pollution, congestion and also adverse health effects. The peripheral areas in the EU, especially those situated in regions with the undeveloped accessibility and low level of the economic development, have the opportunity to improve their availability, assuming the proper use of EU resources. The activity of the central, regional and local authorities will be of great importance during the implementation of the adopted development strategies and programmes for transport investments for the period 2007-2013. It is worth taking a closer look at one of the biggest current challenges that is the assurance of sustainable transport develop-ment & planning on the regional level. The goal of the paper is to present the research analysis, based on the available strategic documents and statistical data, on the present EU transport policy guidelines in the context of sustainable development concept and cohesion instruments, as well as transport planning and development in Poland with a special regard to one of its coastal regions Pomorskie voievodship.

Latvia is a maritime nation although most of its inhabitants are unaware of the importance of maritime activities to the economy. For policy makers and also for stakeholders of the maritime clusters it is important to understand which factors contribute for the sustainable development of the companies in the cluster. Therefore the aim of this paper is to analyse the economical value, which gives the possibility to as-sess the importance of maritime resources for country. On the basis of this analysis, the authors conclude an integrated approach should be applied which is based on knowledge about the economical importance of the maritime sectors, their economical links and their strategic tradeoffs for future development.

Content available remote Turkish Maritime Transport Policy (1960-2008)

An inward-oriented strategy was adopted for the Turkish maritime sector from 1923 – the foundation date of the Republic of Turkey – to 1952. A partially liberal policy was experienced beginning from 1952, and a planned development period has started since 1962. This study is aimed at investigating the principles and targets for the maritime sector beginning from the first five-year development plan to the current plan including 2013, and evaluating whether the stated targets have been achieved or not. Moreover it is also planned to investigate the maritime transportation and to state the new opportunities and current issues about Turkey briefly.

Efficient and effective transport system is the key element for the future development of European economy. Simultaneously, the process of transport development is connected also with the negative effects for environment and society. For that reason, the concept of internalization of all external costs of transport is developing in European Union. The concept characteristics and specificity in the maritime transport is the main issue of the following analysis. The special interest is focused on the maritime safety, one of the key external cost category.
