Tekst jest relacją ze spotkania środowiska polskich techników podczas XXIV Kongresu, który odbył się w maju tego roku w Łodzi. Kongresowe spotkanie było podsumowaniem trwającej prawie rok dyskusji kongresowej, która miała na celu zintegrowanie środowiska inżynierskiego wokół problematyki technicznej stanowiącej o przyszłości naszej gospodarki. Dyskusja Kongresu odbywała się pod hasłami: "Być krajowi użytecznym" oraz "Technika społeczeństwu wiedzy". Podsumowaniem sprawozdania jest Uchwała XXIV Kongresu Techników Polskich oraz Stanowisko XXIV Kongresu Techników Polskich w sprawie innowacyjności.

This text is a report from the meeting of the Polish technologists circle during the XXIVth Congress, which took place in Łódź, in May this year. The meeting recapitulated the congress discussion - lasting nearly a year - which aim was to integrate the engineers circle concerning the technological problems having a decisive effect on the future of our economy. The Congress discussions were carried out with the motto: "Being useful for the country" and "Technique for the science community". The conclusion of the report constitutes the Resolution of the XXIVth Congress of the Polish Technologists and the Position of the XXIVth Congress of the Polish Technologists on the matter of innovations.

Dyskusja środowiskowa i branżowa tocząca się w związku z XXIII Kongresem Techników Polskich, którego głównym celem jest określenie miejsca i roli środowiska technicznego w cywilizacyjnym rozwoju Polski z uwzględnieniem przyszłej integracji z UE, powoli zbliża się do końca. Dlatego celowe jest włączenie do dyskutowanych tematów spraw dotyczących specjalizacji zawodowej inżynierów i techników przemysłu spożywczego. Sądzimy, że ten głos zachęci wielu przedstawicieli kadry inżynieryjno-technicznej do podjęcia starań o uzyskanie stopni specjalizacji zawodowej.

Environmental and Occupational talk taking place in conjunction with the XXIII Congress of Polish Engineers, whose main objective is to determine the place and role of the technical development of Polish civilization, including the future integration with the EU, is slowly coming to an end. Therefore it is appropriate to include topics discussed matters relating to professional specialization of engineers and technicians of the food industry. We believe that this voice will encourage many in the engineering and technical staff to seek to obtain a degree of specialization.

Pierwszy raz w historii Kongresów Techników Polskich, ten XXIII KTP odbywał się w dwóch sesjach. W grudniu 2001 roku sesją inauguracyjną rozpoczęły się obrady tego Kongresu w Domu Technika w Warszawie, a sesja zamykająca odbyła się w dniu 18. czerwca 2002 roku w trakcie trwania 74. Międzynarodowych Targów Poznańskich w Poznaniu. Przez pierwsze półrocze 2002 roku odbywały się liczne imprezy, spotkania, konferencje, seminaria naukowe, sesje, debaty i dyskusje, mające na celu zebranie wniosków do rozpatrzenia w czasie sesji zamykającej. W imprezach tych uczestniczyli przedstawiciele środowiska naukowego, przedsiębiorcy, inżynierowie, technicy, ekonomiści, członkowie stowarzyszeń naukowo-technicznych, przedstawiciele jednostek badawczo-rozwojowych, reprezentanci władz państwowych i parlamentarzyści, a także zaproszeni zagraniczni goście ze środowisk inżynierskich, przedstawiciele Unii Europejskiej. Każde ze spotkań kongresowych eksponowało wiele spraw i problemów, również dotyczących działalności stowarzyszeniowej, które znalazły swój wyraz w postulatach, apelujących o wskazanie i wdrożenie rozwiązań systemowych w sprawach strategicznych dla gospodarki. Zwrócono uwagę na krajowe i światowe kierunki rozwoju w takich dziedzinach jak: gazownictwo, telekomunikacja, elektronika i elektryka, a przede wszystkim wynalazczość i sukcesy polskich wynalazców na światowych wystawach. W ramach prac przedkongresowych wyróżniono 35 firm wpisem do Polskiego Rejestru Czystszej Produkcji i Odpowiedzialnej Przedsiębiorczości. W trakcie Sesji Zamykającej podsumowano debaty i dyskusje przedkongresowe, przedstawiono główne tezy dotyczące przygotowania Polski do integracji z Unią Europejską i włączenie do tych przygotowań środowisk technicznych; poprawy konkurencyjności polskiej gospodarki; nowoczesnego kształcenia polskich inżynierów; współpracy środowiska technicznego z władzami państwowymi; konsolidacji środowiska inżynierskiego w kraju ze środowiskami polonijnymi; aktywizacji działań w zakresie innowacyjności gospodarki we współpracy z rządem i jego agendami; podnoszenie znaczenia zawodu inżyniera zgodnie z uregulowaniami UE oraz nowelizacji ustawy "Prawo o Stowarzyszeniach". Na podstawie wspomnianych tez opracowano i przyjęto Uchwałę XXIII Kongresu Techników Polskich.

For the first time in the history of the Congresses of Polish Technicians, the XXIII Congress was held in two sessions. In December last year the inauguration session began the debates of this Congress in the House of Technician in Warsaw, and the closing session took place on the 18th June this year during the 74th International Fair in Poznań. During the first half of this year there were numerous events, meetings, conferences, scientific seminars, sessions, debates and discussions in order to collect conclusions to be considered during the closing session. In those events representatives of scientific circles, businessmen, engineers, technicians, economists, members of the scientific and technical associations, representatives of the research and development centres, representatives of the government authorities and parliamentarians as well as the invited foreign guests from engineering circles, the representatives of the European Union took part. Each of the Congress meetings concerned a lot of matters and problems, including those referring to the association activities. They found their expression in postulates making appeals to indicate and implement the system solutions in the strategic matters for economy. Attention was paid to the Polish and world development trends in such fields as: gas engineering, telecommunication, electronics and electricity, and first of all invention and the successes of the Polish inventors in the world exhibitions. Within the pre-congress works 35 firms were distinguished by being enlisted in the Polish Register of Clean Production and Responsible Initiative. During the course of the closing session the debates and pre-congress discussions were summed up. The main theses concerning the preparations of Poland to the integration with the European Union were presented. They included the preparations of the technical circles, improvement of the Polish economy, modem education of Polish engineers, co-operation of the technical circles with the government authorities, consolidation of the Polish technical circles with the circles of Polish emigrants, activation of activities in the sphere of economic innovations when co-operating with the government and its departments, raising the significance of the engineer profession according to the regulations of the EU and the settlement to the amending of the act "Associations Law". On the basis of the above-mentioned theses the Resolution of the XXIII Congress of the Polish Technicians was elaborated and accepted.

Przedstawiono przygotowania oraz przebieg inauguracyjnej sesji XXIII Kongresu Techników Polskich, która odbyła się w dniu 7 grudnia 2001 roku w Warszawie. Trzy referaty wygłoszone w czasie tej sesji dotyczyły aktualnej sytuacji w kraju, a także dalszych perspektyw. Tytuły tych referatów wyraźnie oddają trafność wyboru tematyki. Referat wprowadzający pt: "Wyzwania stojące przed polskimi inżynierami w XXI wieku wobec procesu integracji z UE i globalizacji" wygłosił prezes Federacji Stowarzyszeń Naukowo-Technicznych. Drugi referat pt: "Kształcenie inżynierów a wymagania społeczeństwa informacyjnego" wygłosił rektor Akademii Gómiczo-Hutaiczej będący przewodniczącym konferencji rektorów polskich uczelni technicznych. Kolejny referat pt: "Zaawansowane techniki szansą cywilizacyjnego rozwoju Polski" wygłosił prezes Akademii Inżynieiskiej w Polsce. Wiceprezes Rady Ministrów, minister infrastruktury w swoim wystąpieniu stwierdził, że Kongres powinien dać nowy impuls w tworzeniu pozycji polskiego technika i inżyniera, zapewniając jednocześnie, że ze strony rządu polscy inżynierowie, technicy i ich stowarzyszenia mogą liczyć na wszelką możliwą współpracę. W drugiej części Kongresu odbyły się dwa spotkania panelowe. Druga sesja Kongresu odbędzie się na przełomie maja i czerwca 2002 r.

The preparations and course of the inauguration session of XXIII Congress of the Polish Technicians, which was held in Warsaw on 7th December 2001, are presented. Three papers which were delivered during this session concerned the actual situation in Poland and also further prospects. The titles of these papers clearly show the adequacy of the selected subject matter. The introductory paper, entitled: "Challenges faced by the Polish engineers in XXI century compared with the process of integration with the European Union and globalization", was delivered by the president of the federation of the scientific and technical associations. The second paper under the title: "Education of engineers and requirements of the information society" was presented by the rector of the University of Mining and Metallurgy, who was chairman during a conference of the rectors of Polish technical universities. The next paper, entitled: "Advanced technologies as a chance of a civilized development of Poland", was delivered by the president of the Engineering Academy in Poland. The Deputy of the prime minister, minister of infrastructure, stated in his speech that the Congress should give a new impulse in the creation of the position of the Polish technicians and engineers, ensuring at the same time that from the side of the government Polish engineers and technicians and their associations can count on every possible cooperation. During the second part of the Congress two panel meetings were held. The second session of the Congress will take place on the tum of May and June 2002.
