Digital selective calling (DSC) has a certain drawbacks, which have led to the fact that it is practically not used in address radio communications. Attempts to improve it only within the DSC system itself did not lead to any noticeable results due to neglecting of real user needs. The article proposes an approach to improve the user interface of DSC based on the integration of VHF MF/HF DSC equipment with the INS within the three main outputs of strategic direction of e-navigation development related to the integration of communication and navigation systems and, in particular, the S-mode. This approach allows us to significantly simplify the DSC user interface, based on the standardization of DSC integration for all three VHF MF/HF communication sub bands. For implementation such standardization an additional inclusion into the integration a satellite AIS system should be done. The feasibility of the proposal is supported by the existence of relevant IEC standards and IMO documents. The possibility of increasing the cyber security level of AIS messages in this interface is also considered.

Content available Scan pattern for the maritime navigator

The maritime high speed craft navigators` ultimate aim has for decades been to safely and efficient navigate the vessel to its destination. The last decade an increased use of technology has arrived at the maritime ship bridge. The use of Electronic Charts and Integrated Navigation Systems has revolutionized much of the work of the navigator, with the aim of enhancing the safety of navigation. The amount of information has drastically increased, and the need for a proper information management and an efficient visual scan pattern has been identified. Looking to other industries this has been introduced with success, and in this paper the authors present a proposed scan pattern for the maritime navigator. The analysis is based on an eye tracking data set collected from simulator- and field studies on board the world’s fastest littoral combat ship.

The current systems supporting navigation on board of ships are built on the classic concept for equipment: The system is developed, tested, type approved, installed and from that time on used with no or little modifications. Looking at other industries a regime of software and system maintenance has been established which allows more rapid updates. The development in the IT arena moves more towards modular approached, encapsulating individual components for easier implementation and delivery with limited system wide impact. This key concept is lately often referred to as the “app concept”. The e-Navigation development asks for exactly that: a way to improve innovation while ensuring system stability for the navigational components used by the navigator on the bridge. A key aspect of the success of new systems will be the ability to convert data into as information as needed in any given situation, creating knowledge for intelligent decisions increasing the competence of a navigator. The paper will focus on the following topics: – The classic “monolithic” Equipment paradigm – Modern System Architecture using components and “apps”-concept – Advantages of an approach using situational driven tool enhancements – The “app”-concept supporting the situational centric information presentation.

Content available Development of a Concept for Bridge Alert Management

Modern ship bridges are highly-automated man-machine systems. Safe and efficient ship operations are dependent on the communication between humans and machines. This paper is dedicated to the general subject of integrated navigation and the specific field of the alert management on a ship's navigational bridge. It deals with investigations into the present situation on board of ships regarding the frequency and type of triggered alarms under real conditions. The conduction of empirical field studies is introduced and some of the gained results are presented and discussed. Finally the alert management concept of the performance standards for Integrated Navigation Systems (INS) is introduced and an approach for the reduction of CPA/TCPA alarm frequencies within INS/IBS is described.

Modular Integrated Navigation Systems (INS) according to the revised IMO performance stan­dards on INS combine and integrate the validated information of different sensors and functions and allow the presentation on the various displays according to the tasks. The aim of the investigations discussed within this paper was to assess the advantages of an INS design compared to a traditional bridge layout with respect to the execution of collision avoidance and route monitoring tasks. The Situation Awareness Global Assessment Technique (SAGAT) approach was applied to assess Situation Awareness (SA) during these operations while bridge design and out of window visibility were manipulated. Additionally, workload was measured by NASA-TLX with its six subscales. The experiment was con­ducted in a full immersive simulation environ­ment with 26 experienced mari­ners. The results indicate that SA is significantly higher with the INS bridge design in the reduced visibility condition compared to the traditional bridge design. Also, tendencies were found that workload and subdimensions are influenced by bridge design and visibility conditions.

The team of authors is engaged in the IMO corresponding group on INS / Alert Management and in national task groups primarily specialising in “Navigational Alert Management” matters. This presentation is based on the outcome of serious discussions carried out at different work group sessions in Germany and has been widely used as a guideline when details of an Alert Management concept are analysed (e.g. alert related communication and de-escalation strategies). A separate paragraph of definitions within this presentation describes “Function Alerts” which are not relevant for the navigational tasks carried out by the officer of the watch. Alerts appear to be nonrelevant became the subject under discussion whether their announcement should be automatically filtered out by a navigational module within an INS. This could be one effective method of resolution to minimise (the number of high priority) alerts.

Within this paper results of ongoing investigations will be presented. Main subject of studies is laid on the present situation of alert management onboard ships navigational bridges and potential use of data recorded with mandatory ship-borne VDR equipment during normal ship operation to support the process of on board collision avoidance. The investigations and results discussed and presented in the paper are gained within trhe work in two different projects on research and technical development. The first is the European MARNIS – project on Maritime Navigation and Information Services. It is funded by the European Commission, Department for Energy and Transport. Secondly some of the results presented here are part of investigations performed under the national RD project "Maritime Safety Assistance Rostock" which is funded by the German Ministry of Education and Research Berlin.

This paper describes the Integrated Maritime Digital Information System (IMDIS) holistically, expatiates the functions and meaning of constructing this system. Then the basic frame of this system and the problems what we would meet during the construction have been discussed. In the end, it discusses how to intelligentize the functions that base on the IMDIS and presents the notion of “classificatory alert”.

The advantage of the latest technical development in the field of automation, electronics, telecommunications, informatics, telematics, geomatics and global position fixing techniques, achievement in data storing, processing, analysing, transferring and visualisation should be taken into account and applied to the maritime technology. We should build new E-Navigation era using those new technologies. In the paper the Authors try to discuss the main tasks of the maritime community for the near future in the field of E-Navigation. The authors believe it is now appropriate to develop a broad strategic vision for incorporating the use of new technologies in a structured way and ensuring that their use is compliant with the various electronic navigational and communication technologies and services that are already available. The aim is to develop an overarching accurate, safe, secure and cost-effective system with the potential to provide global coverage for vessels of all sizes. Implementation of this new strategic vision might require modifications to working methods and navigational tools, such as inner ship’s computer net, charts, bridge display equipment, electronic aids to navigation, communications and shore infrastructure. At this stage, it is difficult to be precise about the full extent of the changes that might be necessary to fully deliver this vision. However, there might need to be changes to a number of regulatory instruments, including the appropriate chapters in the SOLAS Convention (chapters IV and V mainly). This proposal is not in any way intended to conflict with the clear principle, as confirmed in the SOLAS Convention, of the master’s authority for the operational safety of the vessel, and in UNCLOS, of freedom of navigation rights.

For safety reason it would be essential to apply uncertainty of ship’s contour position in safety evaluation of maneuvers carried out on basis of INS (Integrated Navigation Systems) indications, instead of real dimensions of the ship’s contour. The paper presents analytical method of ship’s plan geometry (contour) uncertainty area determination. The model was used to determine uncertainty area of ship maneuvering in Świnoujście harbor for typical configuration of navigational equipment applied in existing pilot systems. The results of experiment were discussed. The model equations were derived from measurement error propagation theory. Potential application of uncertainty area as safety zone around ship contour was appointed.
