Relationship between intellectual property and economic competitiveness

Various economic theories indicate that many factors determine the competitive position of national economies. In addition to classical factors such as natural resources, technology, and capital (including human capital), other elements include openness and readiness to generate and implement innovation. An important role is played by institutional and legal systems, which provide economic liberty, free competition, and protection against monopolies, corruption, and crime. According to some research, an important role is also played by issues related to intellectual property (and more precisely, industrial property). The purpose of this article is to verify the importance of intellectual property on economic development. For this purpose, literary studies and patent research were primarily used, including an analysis of the relative specialization index (RSI). The analysis results indicated that the effect of IPP on GNP was not explicit and, depending on the starting position of an economy, and an increase in IPP outlays may have various effects. Another important finding is the extraordinarily dynamic growth of the Chinese economy, as measured by patent indices.

Rozwój technologii informacyjnych i komunikacyjnych wymaga od współczesnych miast podnoszenia ich funkcjonalności. Miasta, aby przetrwać w kryzysowym i zmiennym otoczeniu podejmują wyzwania technologiczne z zakresu IS/IT w celu zwiększenia efektywności wykorzystania infrastruktury miejskiej, a także podniesienia świadomości i partycypacji mieszkańców. Projekt Lubelska Wyżyna IT realizowany przez Urząd Miasta Lublin jest inicjatywą, mającą na celu wyeksponowanie potencjału oraz stworzenie przychylnego klimatu dla rozwoju branży IT w Lublinie. Branża ta jest obecnie najprężniej rozwijającą się gałęzią gospodarki lokalnej. Koncepcja projektu oparta jest na zasadzie potrójnej helisy, jako narzędzia kreowania konkurencyjności miasta przez aktywną współpracę przedsiębiorstw, sfery nauki oraz administracji.

The development of information and communication technologies (IS / IT) requires contemporary cities to improve their functionality. In order to survive in the crisis and the ever-changing environment, cities take up technological challenges in the field of IS / IT to increase the efficiency of urban infrastructure, as well as to raise awareness and participation of citizens in the whole venue. The Lublin IT Upland project, implemented by the Lublin City Hall, is an initiative intent on emphasising the potential, and create a favourable environment for the development of the IT industry in Lublin. The industry is now the most dynamically developing sector of the local economy. The concept of the design is based on the principle of the triple helix as a tool for the increase of the city's competitiveness through active cooperation between businesses, science and administration.
