To ensure the safety of maritime transport the access to information must be provided through a commonly used services. However, an equally important task is to determine or agree on interpretation of incoming data and assessment of a current and predicted navigational situation and, in further step, intentions of the participants in the transport process. Thanks to the standardization of information format, automatic information exchange gets increasingly wider. Another step ahead is automatic interpretation of information and automation of negotiation processes - intelligent communication. Rapid development of IT and ICT technologies creates such opportunities. This article presents the results of research on a system of automatic communication and co-operation in maritime transport.

The Maritime Safety Committee (MSC) at its 81st session decided to include, in the work programmes of the NAV and COMSAR Sub-Committees, a high priority item on "Development of an e–navigation strategy”. E-navigation is meant to integrate existing and new electronic navigational tools (ship and shore based) into one comprehensive system that will contribute to enhanced navigational safety and security while reducing the workload of the mariner (navigator). This paper describes present IT created to support navigational and administrative activities related to vessel movement and cargo transhipment. Direction of development of existing systems is drafted with reference to E-Navigation concept. Information sets available for the vessel in Polish Sea Areas are grouped.

Shipboard weather information and decision-support systems have been developed to assist the officer on watch by supplying dedicated weather forecasts along a planned route. An added value can be achieved by combining an existing system with functionalities providing information about the ship’s performance in a seaway and an optimum routing algorithm. This paper describes functionalities for predicting slamming, green water on deck, synchronous and parametric roll and the implementation in an existing system to support safe and efficient ocean passage planning. A full scale test on board a container ship crossing the North Atlantic Ocean has been carried out in order to gain operational experience for evaluation of the concept. Further testing is required for validation purposes.

Industrial processes’ control systems based on PLC controllers play today a very important role in all fields of transport, including also sea transport. Construction of control systems is the field of engineering, which has been continuously evolving towards maximum simplification of system design path. Up to date the time needed for system construction from the design to commissioning had to be divided into a few stages. A mistake made in an earlier stage caused that in most cases the next stages had to be started anew. Modern software allows for quicker implementation of system design. Available debugging systems allow for defect detection at an early stage of project implementation. Application of additional protective devices will allow for remote diagnosing of the equipment state and introducing changes (depending on authorities granted). The paper presents general characteristic of integrated software for implementation of complex control systems. The issues related to the software use for programming of the visualisation environment, control computer, selection of transmission medium and transmission protocol as well as PLC controllers’ configuration, software and control have been analysed.

Based on the technological initiatives among Maritime Higher Training and Education (MHET) institutions, this study explored the attitudes of academicians, senior lecturers and lecturers in Maritime Faculty of Istanbul Technical University toward information and communication technologies (ICT). The findings suggest that academicians, senior lecturers and lecturers have positive attitudes toward ICT in MHET institutions. This study constitutes firstly the definition of e-learning with the existing advantages and their integration methodology to higher education institutions via by MHET application. Then training and education system based management are discussed with IT applications to clearly identify the e-learning communities into maritime education. The outcomes for the utilization of communication in MHET are proposed not only with full time training model but also e-learning concept. Consequently the opportunities of e-learning with MHET are proposed for enable the institutions to benchmark their existing applications.

Content available remote The research of integrated maritime digital information system
EN
This paper describes the Integrated Maritime Digital Information System (IMDIS) holistically, expatiates the functions and meaning of constructing this system. Then the basic frame of this system and the problems what we would meet during the construction have been discussed. In the end, it discusses how to intelligentize the functions that base on the IMDIS and presents the notion of “classificatory alert”.

Content available remote Multiobjective approach to weather routing
EN
The paper presents a weather routing solution for sail-assisted ships. Since the route finding optimisation process is a multiobjective one, the emphasis is put on possible application of multiobjective optimisation methods. The paper focuses on two such methods, namely evolutionary algorithms and ranking methods represented by Fuzzy TOPSIS. In addition, a proposed set of optimization criteria is presented. Descriptions of assumed ship and sail models as well as exemplary speed characteristic are also provided. Finally, a proposal of application to a weather routing tool is presented.

ABSTRACT: Games according to Gee (2003), are 'multimodal texts' belonging to distinct 'semiotic domains' that employ a range of strategies in which images, words, sounds, music, movement and bodily sensations are factors, and their recognition and production evidence of the learning of these emerging literacies. Game based learning and educational game design, is a multifactor domain combining educational psychology, learning theory and computer games research demanding the cooperation of two different scientific areas, education and computer science, having a common work“game design”. In educational games, game design includes a major task, “embedding suitable educational approach and instructional techniques, for specific learning outcome and student profile, into the scenario and game play without loosing the fun and attractive part of it.” In this paper a framework for designing educational games is presented and applied to maritime education for navigational safety training. The game is designed for adult seafarers and maritime faculty students in non-formal educational settings.

Content available remote AIS contribution in navigation operation- using AIS user satisfaction model
EN
AIS was introduced in 2002 and its phased implementation programme completed in 2004. Problems still exist in its reliable use for navigational operation. Our paper is part of a wider evaluation of AIS. This paper considers the users view of AIS and we have attempted to measure the extent of navigators’ satisfaction with AIS in their navigation activities by using an AIS User Satisfaction Model. This paper evaluates the validity of the AIS User Satisfaction Model using questionnaire data as a suitable structure for measuring the degree of navigators’ satisfaction and usage of AIS, and probably applies for other similar technologies. This, in turn, could help to determine the measures that need to be adopted in order to improve quality and use of AIS as an effective navigation and anti-collision tool.
