W artykule pokrótce przedstawiono wprowadzenie nowego pakietu aktów prawnych w Unii Europejskiej, dotyczących podstaw nowego porządku sieci i usług łączności elektronicznej. Te nowe ramy regulacyjne składają się z dyrektywy ramowej i dyrektyw szczegółowych, które zostały uwzględnione przy tworzeniu w 2004 r. nowego Prawa Telekomunikacyjnego w Polsce. Wg tego projektu przypisane zostały zadania dla Prezesa Urzędu Regulacji Telekomunikacji i Poczty w zakresie współpracy z Instytucjami Wspólnot Europejskich i organami regulacyjnymi państw członkowskich Unii Europejskiej. W artykule przedstawiono te struktury Komisji Europejskiej, Rady Unii Europejskiej i Niezależnej Grupy Regulatorów, których działalność obejmuje sferę tematyczną będąca w zakresie kompetencji Prezesa URTiP, a przez to konieczność wzajemnej współpracy.

The transposition of a new package of the European Union legal acts concerning the basis of new regulations for electronic communications networks and services is described briefly in the article. The new regulatory framework consists of the Framework Directive and the specific Directives whose provisions were taken into account in drafting the Telecommunications Bill in poland 2004. Under the draft Telecommunications Law the new tasks in the field of cooperation with the European Union institutions and national regulatory authorities were assigned to the President of the Office of Telecommunications and Post Regulation. On account of the above, particularly the structure of the European Commision, the Council of the European Union and the Independent Regulatory Group was highlighted in the article. The activities of these institutions involve issues strictly related to the competencies of the President of the URTiP. Therefore, there ia s necessity for the further mutual cooperation with the EU institutions and the participation of the URTiP in their activities.
