The paper discusses a new instrument for the implementation of territorial policies expected to be used in the EU financial perspective 2014-2020. This tool helps integrate activities in local government units from various subregions. ITS applications are in many cases considered as projects that require consistent and complementary activities in order to ensure that a common vision of development of local governments involved in a project is realized. The article identifies the areas of ITS which can be the subject of integrated territorial investments (ITI).

Istotnym problemem jest, aby dla dwu sfer interwencji instrumentami ITS - to jest efektywnego sterowania ruchem i efektywnego zarządzania czasem przez operatora transportu publicznego - dokonać metodami symulacyjnymi oceny korzyści wynikających ze struktury projektowanej architektury zarządzania ruchem. Przedstawia się niżej możliwości i uwarunkowania w tej strukturze dla zapisu numerycznego modelu sieci przyspieszonego transportu tramwajowego dla potrzeb symulacji rozkładu ruchu w sieciach transportowych.

There are two spheres of intervention by ITS instruments. The first one is the effective traffic control and the second is the effective time management by public transport operator. The essential problem is to assess advantages of designed structure of traffic management architecture using simulation methods. The possibilities and conditions within this structure for numerical notation of accelerated tram transport network for the purpose of traffic assignment simulation in transport network have been presented in the paper.
