In 2020 several member states initiated at IMO forum (NCSR subcommittee) a process to create a single set of generic performance standards consolidating all existing performance standards for shipborne satellite navigation system receiver equipment without creating any new requirements. After over 4 years the resultant generic framework for GNSS/RNSS subsystems has not been adopted yet and awaits further amendments. Analysis of the proposed standards with stress on harmonization issues of the existing, IMO recognized, global and regional navigation satellite systems and the expected impact of these generic standards of satellite navigation receivers on the maritime user are presented in this paper. Additionally the strengths, weaknesses, opportunities, and threats awaiting maritime or shipborne GNSS/RNSS equipment standardization process are outlined in the paper.

Maritime transport contributes to stimulating the development of civilisation. According to the European Environment Agency, around 1/4 of the total CO2 emissions in the EU in 2019 came from the transport sector, of which 71.7% were from road transport. The share of CO2 emissions from maritime transport is estimated to be about 3% of the world's. In terms of energy demand for moving a specific load over a specific distance, it is currently the cheapest form of transport. The International Maritime Organization's activities aim to reduce the environmental impact of this form of transport. The article discusses the expected effects of the regulations introduced until 2023. Regulations have a significant impact on the increase in transport costs. There may be far-reaching changes in the shipping market that have an indirect (rather unintended) effect due to the introduced regulations. "Side effects" can be very severe, especially for shipowners with a small number of ships. The article attempts to draw attention to such threats.

Celem artykułu jest przedstawienie czytelnikowi wpływu ograniczeń Dyrektywy Siarkowej na użytkowników obszarów objętych ścisłą kontrolą emisji siarki. Wymóg dostosowania się do nowych uregulowań prawnych wymusił na armatorach jednostek morskich stosowanie paliw alternatywnych. W celu spełnienia przepisów IMO dotyczących emisji zanieczyszczeń na obszarach ECA armatorzy jako paliwo żeglugowe wykorzystują skroplony gaz ziemny (LNG). W rozdziale pierwszym publikacji przedstawiono ogólne informacje z zakresu wprowadzonych zmian związanych z Dyrektywą Siarkową. Kolejno, poruszono aspekt zastosowania LNG jako paliwa napędowego jednostek morskich i scharakteryzowano ogniwa uproszczonego łańcucha dostaw LNG. W rozdziale trzecim dokonano analizy ekonomicznej cen LNG względem cen ropy naftowej.

The purpose of the article is to present to the reader the impact of the restrictions of the Sulfur Directive on users of areas under strict sulfur emission control. The requirement to adapt to the new legal regulations has forced naval units shipowners to use alternative fuels. In order to fulfil the IMO regulations concerning the release of pollutants in areas ECA shipowners as navigational fuel are using the liquefied natural gas (LNG). The first chapter of the publication presents general information about the introduced changes related to the Sulfur Directive. Furthermore, he aspect of the use of LNG as the fuel for marine units was discussed and the cells of the simplified LNG supply chain were characterized. The third chapter analyzes the economic price of LNG against oil prices.

Paper presents prepared by Bulgaria, France, Islamic Republic of Iran, IFSMA, ITF, Malaysia, Poland, Ukraine and the United Kingdom proposal of amendments [1] to the STCW Convention and its Code part A and B [2] establishing international qualification standard for electro-technical officers. It is proposed that the certificates of competency for electro-technical officer and senior electro-technical officers shall be placed in Chapter III “Engine Department” of the STCW Convention, under new Regulations III/6, III/7 and new sections A-III/6, A-III/7 and B-III/6, B-III/7 of the STCW Code. This amended concept it is a logical continuation and further development of the paper [3] which concerned the same issue and was presented at the MarCon 2008 proceedings.
