Evaluation of human reliability in selected activities in the railway industry

The article focuses on evaluation of human reliability in the human – machine system in the railway industry. Based on a survey of a train dispatcher and of selected activities, we have identified risk factors affecting the dispatcher‘s work and the evaluated risk level of their influence on the reliability and safety of preformed activities. The research took place at the authors‘ work place between 2012-2013. A survey method was used. With its help, authors were able to identify selected work activities of train dispatcher’s risk factors that affect his/her work and the evaluated seriousness of its in- fluence on the reliability and safety of performed activities. Amongst the most important finding fall expressions of un- clear and complicated internal regulations and work processes, a feeling of being overworked, fear for one’s safety at small, insufficiently protected stations.

Artykuł zawiera ocenę niezawodności człowieka realizującego swoje zadania w układzie antropotechnicznym charakterystycznym dla branży kolejowej. W oparciu o badania ankietowe dyspozytora ruchu kolejowego oraz badanie wybranych realizowanych przez niego czynności, zidentyfikowano czynniki ryzyka wpływające na pracę dyspozytora. Dzięki przeprowadzonym badaniom oceniono poziom ryzyka i jego wpływ na niezawodność i bezpieczeństwo czynności wykonywanych przez dyspozytora. Badania ankietowe zostały przeprowadzone na przełomie lat 2012-2013. Kwestionariusz ankietowy pozwolił zidentyfikować czynniki ryzyka dla wybranych czynności na stanowisku pracy dyspozytora kolejowego, które w poważny sposób determinują niezawodność i bezpieczeństwo badanych czynności. Do najważniejszych czynników ryzyka zaliczono wyrażone w sposób skomplikowany i niejasny wewnętrzne regulacje i polecenia służbo- we, przemęczenie oraz strach o własne bezpieczeństwo na małych, niedostatecznie chronionych stacjach kolejowych.

The documentation of human factor influence on the scenario development in maritime accidents compared with expert methods is commonly used as a basis in the process of setting up safety regulations and instructions. The new accidents and near misses show the necessity for further studies in determining the human factor influence on both risk acceptance criteria and development of risk control options for the manoeuvers in restricted waters. The paper presents the model of human error probability proposed for the assessment of ship masters and marine pilots' error decision and its influence on the risk of port manoeuvres.
