W artykule przedstawiono kwestie związane z bezpieczeństwem w transporcie drogowym w aspekcie pracy kierowcy pojazdu ciężarowego wybranej firmy transportowej. Dokonano identyfikacji poszczególnych zagrożeń dla zawodu kierowcy TIR-a, a następnie przeprowadzono analizę ryzyka zawodowego metodą Risc- Score, która oparta jest na oszacowaniu trzech istotnych parametrów: prawdopodobieństwa, ekspozycji i skutków zdarzenia. Zaproponowano działania profilaktyczne za pomocą matrycy Haddona dla zagrożenia wypadkiem drogowym, w celu zapobiegania wystąpienia sytuacji kryzysowej i ograniczenia jej strat. Głównymi przyczynami zagrożeń, mającymi bezpośredni wpływ na poziom bezpieczeństwa drogowego są niekorzystne warunki pracy oraz nieprzestrzeganie zasad bhp przez pracodawcę, w tym ponadnormatywny czas pracy kierowcy.

In the article the basic issues associated with transport safety in terms of work of truck driver in the chosen transport enterprise was presented. The identification of the various threats for the profession of truck driver was presented, and then the risk analysis in work of truck driver by the Risc- Score method, which is based on estimating three important parameters: the probability, the risk and the effects of the threat was presented. The preventive actions with using Haddon’ s method for a car accident, to prevent crisis situation and reduce the losses was proposed. The main causes of threats, which have influence on the level of the traffic safety are non- beneficial work conditions and lack of usage the regulations of health and safety, especially work time.

W rozwoju nauk o bezpieczeństwie znaczącym impulsem było utworzenie przez Kongres Stanów Zjednoczonych w 1967 roku multimodalnej i niezależnej Krajowej Rady Bezpieczeństwa Transportu, a następnie utworzenie podobnych agencji przez Australię, Kanadę, Szwecję, Norwegię, Finlandię, Nową Zelandię i Holandię. Teoretyczne podstawy tego naukowego podejścia opracował w latach 60. XX w. William Haddon, który został pierwszym kierownikiem utworzonej Krajowej Rady Bezpieczeństwa Transportu. Haddon zmienił na zawsze sposób myślenia o zagrożeniach, wprowadzając rygor epidemiologiczny w obszar bezpieczeństwa. Autor wyraża przekonanie, że zwrócenie uwagi na ten aspekt jest szczególnie uzasadnione Jubileuszem 20-lecia Państwowej Straży Pożarnej w Polsce, której powierzono największy zakres odpowiedzialności za bezpieczeństwo, zwłaszcza w fazie ratowniczej.

The development of security disciplines was greatly influenced by the establishment of the National Highway Traffic Safety Administration, a multimodal and independent body, founded by the US Congress in 1967. Similar organizations were set up in Australia, Canada, Sweden, Norway, Finland, New Zealand and Holland. Theoretical foundations for such an approach were elaborated in the 1960s by William Haddon, the first director of the National Highway Traffic Safety Administration. He has forever changed the way of perceiving dangers by introducing the epidemiology factor in the field of security. As the author has it, attention should be paid to that aspect especially in view of the 20th anniversary jubilee of the State Fire Service in Poland; that service has been made most responsible for security, in particular, in then the rescue phase.

The Haddon matrix is a potential tool for recognizing hazards in any operating engineering system. This paper presents a case study of operational hazards at a large construction site. The fish bone structure helps to visualize and relate the chain of events, which led to the failure of the system. The two-tier Haddon matrix approach helps to analyze the problem and subsequently prescribes preventive steps. The cybernetic approach has been undertaken to establish the relationship among event variables and to identify the ones with most potential. Those event variables in this case study, based on the cybernetic concepts like control responsiveness and controllability salience, are (a) uncontrolled swing of sheet contributing to energy, (b) slippage of sheet from anchor, (c) restricted longitudinal and transverse swing or rotation about the suspension, (d) guilt or uncertainty of the crane driver, (e) safe working practices and environment.
