Generalna Dyrekcja Dróg Krajowych i Autostrad prowadzi obecnie Generalny Pomiar Ruchu, który bierze pod uwagę także aspekty środowiskowe drogowych inwestycji. Odpowiedzi na pytania, gdzie i kiedy powinny powstać nowe drogi ekspresowe i krajowe, poznamy w 2021 r. Tymczasem we współpracy z policją i samorządami GDDKiA stara się dbać także o bezpieczeństwo pieszych.

General traffic measurements are carried out to determine basic traffic characteristics on voivodeship roads and national roads. The basic measure obtained during these measurements is annual average daily traffic. This is the number of vehicles that have passed over a specified point of a road section within a 24-h period on average within one year. For voivodeship roads, average daily traffic, average daily evening traffic and average daily night traffic are also determined. In the case of national roads, average daily summer traffic and average daily winter traffic are determined. The article presents a comparison of the characteristics for national roads in the Silesian Voivodeship and for national roads in Poland in the period 2000-2015.

Tools for counting traffic are not only used to obtain information about traffic conditions and necessary data in order to design new transport system infrastructure. They primarily allow for the assessment of road users’ communication needs, as well as their dynamic mobility in the transport network of the analysis area. In these aspects, general traffic measurements (GTM), which, since 1965, have been performed in Poland every five years, are extremely helpful. The article presents the results of a detailed analysis of the data derived from the GTM conducted in the period 2005-2015 on voivodeship roads. The analysis was carried out using results from the West Pomeranian Voivodeship.

W niniejszym artykule przedstawiano wpływ przeciążonych pojazdów na jakość nawierzchni drogi i bezpieczeństwo ruchu, aktualny stan dróg krajowych i autostrad w Polsce, zasady przeprowadzania Generalnego Pomiaru Ruchu oraz systemy ważenia pojazdów. W części praktycznej, na podstawie danych z trzech lokalizacji, przeprowadzono porównanie rzeczywistego i przewidywanego średniego dobowego ruchu w 2014 roku, oraz określono procentowy udział pojazdów przeciążonych w ogólnej liczbie zarejestrowanych przez stacje WIM.

In the paper the authors present the effect of overloaded vehicles on the quality of the road sur-face and traffic safety, the current state of national roads and motorways in Poland, the rules of carrying out of the General Traffic Measurement and systems of vehicle weighing. In the practical part, based on data from three locations, a comparison of actual and projected average daily traffic in 2014 is presented. The percentage of overloaded vehicles in the total number of vehicles registered by WIM stations is also determined.

Zakończone w 2010 r. badania Generalnego Pomiaru Ruchu (GPR) stwarzają podstawy do głębszych analiz związanych m.in. z trafnością prognozy. Ogłoszone w 2002 r. wyniki prognozy ruchu drogowego na drogach krajowych do 2020 r. były przez kilka lat podstawą podejmowania decyzji przez GDDKiA o koniecznych przebudowach, ewentualnie zmianie klasy drogi lub potrzebie budowy obwodnicy danego miasta. Generalny Pomiaru Ruchu prowadzony jest przez GDDKiA. Badanie wykonywane jest co 5 lat.

The GPR surveys measuring traffic, carried out in 2010, provide a basis for deeper analysis of e.g. the accuracy of forecasts. In 2002 there were announced the results of traffic forecast on national roads by 2020, which for several years was for GDDKiA a starting point for a decision-making regarding all the necessary alterations, inter alia: on changing the road class or the construction of a bypass of a city.

W badaniach tych wdrażane są systematycznie do pomiarów ruchu zaawansowane technologicznie rozwiązania, np. stacje automatyczne.

The issues raised in the presented series of three articles under one title, concerns the improvement of traffic measurements known under the acronym GPR (General Traffic Measurement) carried out in Poland for over 45 years. Technologically advanced solutions such as automated stations have been systematically implemented to measure traffic.
