Analysis of the results of general traffic measurements in the West Pomeranian Voivodeship from 2005 to 2015

Tools for counting traffic are not only used to obtain information about traffic conditions and necessary data in order to design new transport system infrastructure. They primarily allow for the assessment of road users’ communication needs, as well as their dynamic mobility in the transport network of the analysis area. In these aspects, general traffic measurements (GTM), which, since 1965, have been performed in Poland every five years, are extremely helpful. The article presents the results of a detailed analysis of the data derived from the GTM conducted in the period 2005-2015 on voivodeship roads. The analysis was carried out using results from the West Pomeranian Voivodeship.

W niniejszym artykule przedstawiano wpływ przeciążonych pojazdów na jakość nawierzchni drogi i bezpieczeństwo ruchu, aktualny stan dróg krajowych i autostrad w Polsce, zasady przeprowadzania Generalnego Pomiaru Ruchu oraz systemy ważenia pojazdów. W części praktycznej, na podstawie danych z trzech lokalizacji, przeprowadzono porównanie rzeczywistego i przewidywanego średniego dobowego ruchu w 2014 roku, oraz określono procentowy udział pojazdów przeciążonych w ogólnej liczbie zarejestrowanych przez stacje WIM.

In the paper the authors present the effect of overloaded vehicles on the quality of the road sur-face and traffic safety, the current state of national roads and motorways in Poland, the rules of carrying out of the General Traffic Measurement and systems of vehicle weighing. In the practical part, based on data from three locations, a comparison of actual and projected average daily traffic in 2014 is presented. The percentage of overloaded vehicles in the total number of vehicles registered by WIM stations is also determined.

W ostatnim z prezentowanego cyklu artykule wskazano na korzyści z proponowanego rozwiązania - wprowadzenia na szeroką skalę do badań GPR urządzeń mobilnych typu smartphone w charakterze półautomatycznych mierników ruchu. Przedstawiono także możliwości znacznie szerszego wykorzystania urządzeń mobilnych - w dalszej perspektywie badania GPR można oprzeć na pozyskiwaniu danych, które obecnie są przetwarzane w ramach struktury teleinformatycznej sieci komórkowych GSM (w węższym zakresie sieci UMTS). Dane takie są dostępne obecnie i przy pewnym wysiłku organizacyjnym oraz stosunkowo niewielkich nakładach finansowych mogą posłużyć do dobrych jakościowo ocen ruchu na drogach krajowych w Polsce. Można oczekiwać, że już najbliższa edycja GPR (w 2015 roku) zostanie wykonana z wykorzystaniem w jak najszerszym zakresie nowoczesnych technologii, w tym być może również sieci GSM.

The last article in the series points out the advantages of the proposed solution - the large-scale introduction of smartphone-type mobile devices to GPR system (General Traffic Measurements) as semi-automatic measuring devices. The possibilities of much broader use of mobile devices have been presented - looking further ahead the GPR measurements can be based on obtaining data which are presently processed within the tele-information structure of GSM networks (in a narrower scope - UMTS networks). These data are available at present and with some organizational effort and at relatively low costs, they can be used for good-quality assessment of traffic on Polish national roads. The nearest edition of GPR (in 2015) is expected to be developed with the large-scale use of modern technologies, probably also including GSM networks.
