The use of drones in mountain search and rescue (GOPR) in Poland - possibilities and limitations

Background: Distribution using drones is treated as a developmental and promising form of transport in the future - an innovative way of moving about. The literature review showed a lack of a comprehensive and holistic assessment of the phenomenon of the use of drones in mountain search and rescue in Poland, a research gap. The aim of the article is to perform a quantitative and qualitative assessment of this issue, acquiring new knowledge about the basics of phenomena and observable facts (cognitive aspect). Methods: The subject of the study are drones. The scope of the study covers only the mountain search and rescue in Poland. The entities under study are central branches of Mountain Volunteer Search and Rescue (GOPR). The study used the method of an in-depth direct interview carried out with mountain rescuers - drone pilots in GOPR. Results: The result of the analysis of the material from interviews is an assessment of the use of drones in search and rescue in Polish mountains: what drones are already used, in which mountain groups, how many are, how often they are used, what rescue tasks they perform, how many drone pilots there are, what competences they have, what opportunities and problems are associated with the operation of drones in mountainous terrain. Conclusions: Drones are already used in mountain search and rescue by GOPR – mainly for searching for people and monitoring avalanches. At the moment, the scale of the phenomenon is not very impressive. However, drones are treated as a developmental issue in GOPR. In addition to plans to increase the number of drones, GOPR is also considering the introduction of drones into other categories of rescue tasks as well as providing the current fleet with new additional equipment. The main barriers to further proliferation of drones in GOPR are legal, insurance, financial, and behavioral issues.

Środowisko ratownicze od dawna oczekiwało rozwiązań ustawowych dotyczących uregulowania kwestii zasad bezpieczeństwa i organizacji ratownictwa w górach. Odpowiedzią na to zapotrzebowanie zdaje się być ustawa z 2011 r. bezpieczeństwie i ratownictwie w górach i na zorganizowanych terenach narciarskich. Autor artykułu konfrontuje niektóre zapisy prawne dotyczące kompetencji organizowania działań ratowniczych przez Tatrzańskie Ochotnicze Pogotowie Ratunkowe (TOPR) i Górskie Ochotnicze Pogotowie Ratunkowe (GOPR) z regulacjami prawnymi dotyczącymi zadań realizowanych przez Państwową Straż Pożarną (PSP) i Krajowy System Ratowniczo-Gaśniczy (KSRG). W artykule sformułowano wątpliwości dotyczące odpowiedzialności za organizację akcji i kierowanie działaniem ratowniczym w niektórych przypadkach zdarzeń na obszarach górskich. Rozważono różne spojrzenia na kwestie kompetencji, pozostawiając jednak temat bez jednoznacznego rozstrzygnięcia. W ten sposób autor zwrócił uwagę na ważność problemu w kontekście praktyki organizacji tego typu działań oraz konieczność wypracowania jednoznacznych rozwiązań.

Mountain rescue organizations have been waiting for statutory solutions regarding safety and management issues for a long time. The act from 2011 on mountain rescue and safety seems to be the answer to this need. The author of the article confronts some of the acts and laws regarding competency of conducting rescue activities by Tatrzanskie Ochotnicze Pogotowie Ratunkowe (Tatra Voluntary Rescue Service) and Górskie Ochotnicze Pogotowie Ratunkowe (Mountain Voluntary Rescue Service) with acts and laws referring to the activities carried out by The State Fire Service of Poland and The National Firefighting and Rescue System. There are some doubts concerning the issues of responsibility and management for some mountain rescue actions mentioned in the article. Different approaches regarding competency are taken into consideration leaving, however, the topic without any specific settlement. In this way the author tries to highlight ,both, the importance of the problem considering rescue activities and the necessity of developing clear-cut solutions.

Celem prezentowanego artykułu było przedstawienie uwarunkowań i struktury prowadzenia akcji ratowniczej zespołów ratowniczych w terenie górskim. Zasadniczą rolę w realizacji funkcji ratowniczej odgrywają zasoby ludzkie, które wykonują zadania logistyczne w oparciu o posiadane zasoby technologiczne i organizacyjne. Ważną rolę w tym procesie odgrywa kapitał ludzki organizacji, który koordynuje odpowiednią alokację zasobów i zarządzanie w procesie funkcjonowania zespołu ratowniczego, odpowiedni łańcuch dostaw zasobów ludzkich i technologiczno-sprzętowych. Różnorodność i nieprzewidywalność otoczenia zewnętrznego GOPR (czynniki klimatyczne, geomorfologiczne) powodują, że szczególnie ważną rolę pełni dobrze zaplanowana i skutecznie koordynowana wyprawa ratunkowa. Szybkie dotarcie wyposażonych ratowników na miejsce wypadku niejednokrotnie decyduje o uratowaniu ludzkiego życia i skróceniu cierpień ofiary wypadku. Warunkiem takiego działania górskiej służby ratowniczej jest właściwa jej organizacja na całym terenie działalności danej Grupy Regionalnej Górskiego Ochotniczego Pogotowia Ratunkowego (GOPR).

The objective of this article is to present the conditions and structures under which rescue operations are managed in mountainous conditions. Human resources play a deciding role in such operations with the logistic support of available technical and organizational resources. The organization’s personnel perform an important function by dedicating appropriate resources and managing the rescue team’s process of action and delivering human, technological and hardware resources. The variability and unpredictability of external conditions of Poland’s Volunteer Mountain Rescue Service (climatic factors and geomorphological) require carefully planned and effectively coordinated rescue operations. Efficient delivery of equipped personnel to an accident site can decide whether human lives are saved and victims’ suffering reduced. A condition of such action by mountain rescue services is proper organization throughout the entire regions of specific units of Poland’s Volunteer Mountain Rescue Service (GOPR).
