Illegal immigration as a threat to the safety of the Republic of Poland

Uncontrolled migration is one of the threats to the state, and as illegal immigration, it is a leading threat to international security. From the point of view of state security, illegal immigration is classified as “requiring caution.” In the case of Poland, illegal immigration is to a considerable extent handled by organised crime of transnational reach, effectively taking the form of criminal enterprises. In the present day, differentiating between migration and exile is intricate, because the reasons behind migration are unclear and depend on numerous factors, also related to migration policies in target countries. However, for criminal enterprises, which stop at nothing to maximise their business profits, both refugees seeking refuge and migrants seeking to improve their socio-economic situation are a source of substantial fi nancial gain. Criminal organisations generate profi t by committing various crimes. This article also looks at international and national institutions combating illegal migration as a threat to the security of the Republic of Poland and Europe.

Zagrożenie atakami terrorystycznymi w Europie Zachodniej skłoniło społeczność międzynarodową do zintensyfikowania działań mających na celu walkę z terroryzmem. Ich ważnym elementem stało się przeciwdziałanie finansowaniu terroryzmu oraz jego zwalczanie. Główną rolę w tym procesie odgrywa Grupa Specjalna do spraw Przeciwdziałania Praniu Pieniędzy (FATF), która przygotowuje i aktualizuje stosowne rekomendacje dla poszczególnych państw oraz diagnozuje zagrożenia i usiłuje im przeciwdziałać. Autorka określa zakres i specyfikę zagrożeń związanych z finansowaniem terroryzmu w państwach Unii Europejskiej oraz wskazuje działania podejmowane przez FATF w celu określenia zagrożeń.

The threat of terrorist attacks in Western Europe has prompted the international community to step up its efforts to combat terrorism. Preventing and combating the financing of terrorism has become its important component. The Financial Action Task Force (FATF) plays a central role in this process, as it prepares and updates country-specific recommendations and diagnoses and seeks to counter the threat. The author defines the scope and specificity of threats related to terrorist financing in European Union countries and indicates actions taken by the FATF to identify the threats.

The article discusses the issue of Europol’s position in the security architecture. Generally, Europol’s competence covers combating organized crime, terrorism and selected forms of serious crime. The competency – with certain restrictions – is defined by the Treaty on the Functioning of the European Union and it is an essential criterion for its location in the security system. From operational point of view Europol’s activities are based primarily on criminal intelligence processes. The information and intelligence is collected, processed and exchanged in order to support the development of international cooperation in the fight against cross-border threats. The issue concerning Europol’s position in the security architecture is extremely complex because of its specific legal status, scope of operations and the supervision and control of Europol’s activities.
