Omówiono możliwości zastosowania normy PN-EN 13791 do oceny wytrzymałości betonu w konstrukcji, przy użyciu metody bezpośredniej (odwierty rdzeniowe) lub metod pośrednich (sklerometrycznej, ultradźwiękowej i pull-out). Opisano ustalanie wytrzymałości betonu wbudowanego w konstrukcję, gdy: istniejące konstrukcje mają być modernizowane lub przeprojektowane; istnieje potrzeba oceny bezpieczeństwa konstrukcji; pojawiają się wątpliwości dotyczące wytrzymałości betonu spowodowane błędami wykonawczymi bądź uszkodzeniami betonu; jeśli jest wymagana ocena wytrzymałości betonu w czasie jej realizacji; w celu oceny bezpieczeństwa konstrukcji gdy niespełnione są kryteria zgodności odnośnie do wytrzymałości betonu na ściskanie wyznaczanej na znormalizowanych próbkach do badania oraz w celu oceny zgodności wytrzymałości betonu na ściskanie w konstrukcji, jeśli wymaganie to zostało sformułowane w specyfikacji technicznej lub normie wyrobu.

The paper presents the cases of possible applying of EN 13791 standard for assessment of in-situ concrete compressive strength in structures, using direct method – core strength, or indirect methods – rebound hammer tests, ultrasonic pulse velocity tests and pull-out tests. The following examples where estimate of in-situ strength may be required were described: when an existing structure is to be modified or redesigned, to assess structural adequacy when doubt arises about the compressive strength in the structure due to defective workmanship or deterioration of concrete, when an assessment of the in-situ concrete strength is needed during construction, to assess structural adequacy in the case of non-conformity of the compressive strength obtained from standard test specimens and assessment of conformity of the in situ concrete compressive strength when specified in a specification or product standard.

W artykule omówiono treść norm wentylacyjnych wspierających dyrektywę dotyczącą charakterystyki energetycznej budynków. Dokonano podziału tych norm na trzy grupy: normy obliczeniowe (PN-EN 15241:2011, PN-EN 15242:2009, PN-EN 15243:2011, PN-EN 15251:2007), normy opisujące i klasyfikujące systemy (PN-EN 13779:2008) oraz normy dotyczące inspekcji (PN-EN 15239:2010, PN-EN 15240:2009). Przedstawiono zawartość, cel i zakres stosowania każdej normy ze szczególnym podkreśleniem sposobu ich wykorzystania do określania charakterystyki energetycznej budynków. Określono zależność między poszczególnymi normami, w tym przekazywane na podstawie tych norm informacje.

Ventilation standards supporting the Energy Performance of Buildings Directive were described. Three groups of standards were distinguished: calculation standards (PN-EN 15241:2011, PN-EN 15242:2009, PN-EN 15243:2007, PN-EN 15251:2007), classification and description standards (PN-EN 13779:2008) and standards concerning inspections (PN-EN 15239:2010, PN-EN 15240:2009). Contents, object and scope of the standards were discussed with a special emphasis was placed on the way of their use for determining the energy performance of buildings. Relations between standards supporting the EPBD, including the transferred information, were presented.

The long–lasting process of adaptation of the Polish standardisation system to the conditions of the European Community has not been completed yet. Its logical consequence is the need to shape the mentality of the entrepreneurs and make them understand the importance of standards and their value in a competitive market. It is the intention of the authors of this study to disclose the main aspects of standardisation at both Polish and European level, explain the model of standardisation system currently functioning in Poland, and against this background highlight the priorities in the standardisation policy adopted by the European Union, especially as regards some specific subjects, including – among others – problems related with environmental protection and occupational safety. In standardisation system, the problems of occupational safety and environmental protection are dealt with by a large group of standards harmonised with the New Approach Directive, which touches on the safety–related issues. Our knowledge of standards speaking the language of business is the challenge of modern times that should not be rejected, as in many cases it determines our competitiveness in the common market. The synthetic knowledge comprised in standards creates conditions for good decisions supporting the process of company development, strengthening its position in the European market, and creating the image of a successful modern enterprise ready to start cooperation with other enterprises, making – moreover – an important contribution to the economic management of products manufactured by various technological processes.

Długotrwały proces dostosowywania polskiego systemu normalizacyjnego do warunków europejskich ciągle jeszcze nie jest zakończony. Pociąga on za sobą potrzebę kształtowania świadomości przedsiębiorców w kwestii dostrzeżenia rangi norm i ich walorów na konkurencyjnym rynku. Zamiarem autorów jest przedstawienie głównych aspektów normalizacji europejskiej i krajowej, przybliżenie funkcjonującego modelu systemu normalizacyjnego w Polsce i na tym tle uwypuklenie priorytetów polityki normalizacyjnej Unii Europejskiej w zakresie podejmowanej tematyki norm, w tym m in. związanych z ochroną środowiska oraz bezpieczeństwem pracy z normalizacyjnego punktu widzenia zagadnienie bezpieczeństwa pracy oraz ochrony środowiska reprezentowane jest przez znaczącą grupę norm zharmonizowanych z dyrektywami Nowego Podejścia, które „dotykają” wymagań bezpieczeństwa. Znajomość norm stanowiących język biznesu jest obecnie wyzwaniem, którego nie można odrzucić, ponieważ decyduje ona niejednokrotnie o konkurencyjności na wspólnym rynku. Syntetyczna wiedza zawarta w normach stwarza warunki do podejmowania trafnych decyzji w procesie rozwoju firm, umocnienia ich pozycji na europejskim rynku, daje podstawę do stworzenia wizerunku nowoczesnej firmy, gotowej do współpracy z innymi firmami, a także stanowi istotny przyczynek do ekonomicznego zagospodarowania wyrobów wytworzonych w procesach produkcyjnych.

Eurokody stanowią zbiór przepisów dotyczących projektowania konstrukcji budowlanych. Tym samym stanowią one ważny element budowlanego procesu inwestycyjnego w zjednoczonej Europie. Bazując na europejskich zbiorach norm materiałowych oraz zbiorach norm na wyroby budowlane, stanowią one klucz do projektowania konstrukcji. Jednocześnie normy unijne, które zastępują w coraz większym stopniu normy polskie, są z założenia od kilku lat nieobligatoryjne [1], [2] i aby stać się obowiązujące muszą być przywołane. Takim dokumentem są opracowywane na ich podstawie specyfikacje techniczne, stanowiące element projektu technicznego. Z tego faktu wynika ważność przedmiotowych przepisów. Inspiracją do napisania niniejszego artykułu było uczestnictwo autora przy tworzeniu eurokodów, praktycznie od samego początku ich powstawania (od 1992 r.) tak na forum europejskim, jak i krajowym. Z tej perspektywy autor zauważa zbyt małe zainteresowanie w środowisku krajowym tą tematyką.

The authors inspiration for this article derives from the fact that he has been involved in creating the eurocodes, both on local and European scale. From that perspective, it seemed that the interest in eurocodes in Poland is significantly small. Eurocodes are a list of regulations concerning construction projects and, therefore, a vital part of the construction investment process within European Union. They are the key to construction design as they are based on European standards for materials and construction products. EU standards which have been steadily replacing Polish ones, are not obligatory unless referred to. In order to do so, the technical specifications included in technical project, need to be based on eurocodes.

The article presents a general overview of standardisation recommendations related to the designing of civil structures, with particular emphasis on regulations pertaining to geotechnical engineering. Against this background the authors demonstrate the need to apply geotechnical standards in terms of reliability of civil structures. The impact of the individual parameters has been supported by specific examples.
