Rozwój rynku paliw alternatywnych - jak podkreślono w strategii - jest obecnie hamowany przez niedociągnięcia technologiczne i handlowe, niedostateczną akceptację konsumentów i brak odpowiedniej infrastruktury. Obecne wysokie koszty innowacyjnych zastosowań paliw alternatywnych są w dużej mierze następstwem tych niedociągnięć. W tej sytuacji, kreując strategię, wykorzystano wyniki prac realizowanych wspólnie z przemysłem, organami publicznymi i społeczeństwem obywatelskim. Uwzględniając znaczenie przyjętej strategii dla rozwoju europejskiego rynku paliw, w niniejszym artykule omówiono jej założenia oraz wskazano na skutki dla rynku autobusowych przewozów pasażerskich.

This leads to a conclusion, that an update of the European Security Strategy is necessary, but not a new document. Real effect of Lisbon Treaty functioning, the new NATO strategy and of course political will of member States will shape the range of changes. One more digression at the end. Current version of the strategy is not a strategy in fact. Future version will not be a strategy ether. These are rather visions with strategic elements. There are no clear strategic goals and ways to accomplish them in this document. The EU is not really ready yet for a classical strategy. However, this does not mean that it will not be ready in the future and it does not depreciate the meaning of the current and future document for the development of the EU.

W artykule przedstawiono nowe elementy Strategii Unii Europejskiej w gospodarce odpadami i ich wpływ na konstrukcję składowiska odpadów, omówiono w szczegółach zalecenia projektu Dyrektywy Europejskiej z 5 marca 1997 r., dotyczącej składowania odpadów. Zwrócono uwagę na konieczność szybkiego opracowania polskiego prawa technicznego dotyczącego tych zagadnień.

The new elements in the European Union strategy for waste management and their influence on the construction of landfills is presented. The regulations of the Proposal for a Coucil Directive on the Landfill of Waste from 5 march 1997 is described in detail. The necessity of the fast elaboration of the Polish law concerning these problems is wmphasised.
