W artykule przedstawiono problematykę wpływu przejść granicznych na granicy zewnętrznej Unii Europejskiej na efektywność obsługi transportowej. Scharakteryzowano zewnętrzną granicę Unii Europejskiej zlokalizowaną na terenie Polski. Omówiono infrastrukturę pod kątem przepustowości przejść granicznych. Przedstawiono dane dotyczące ruchu granicznego oraz główne czasy wpływające na wydajność czasu obsługi transportowej. Omówiono sposoby szacowania czasu obsługi granicznej. Wprowadzono współczynniki określające wpływ poszczególnych składowych na całkowity czas obsługi transportowej. Wykonano obliczenia symulacyjne wpływu czasu obsługi granicznej na czas obsługi transportowej dla 6 charakterystycznych tras europejskich ze względu na ich długość.

The article presents the issues of the impact of border crossings at the external border of the European Union on the efficiency of the transport service. The article characterizes the external border of the European Union located on Polish territory. Infrastructure are discussed in terms of the capacity of border crossings. border traffic data are presented and the main times affecting the performance of transport service time. Discusses how to estimate service time at the border. Introduced coefficients determining the impact of the component times on the overall transport service time. Were performed simulation calculations influence of border service time for the time of transport service for 6 typical European routes on account of their length.

When Poland entered the European Union, its eastern border became the European Union's eastern border as well. Adjusting to the EU standards referred to, among others, rebuilding the infrastructure serving to protect the border, preparing Polish administration to effectively execute EU law and adopting several legislative regulations so as to enable the Border Guard to perform its tasks not only on the external border but the internal one as well. The Schengen Borders Code became the basis to perform these tasks. In order to provide internal security, compensation measures have been implemented that enable border guard and customs control outside the border checkpoints. FRONTEX Agency plays an important role in the external borders protection. It coordinates the operational cooperation between Member States in the area of external borders management, it analyses the risk of threats vital for the external borders control and protection. Currently our country meets a huge challenge to prepare together with Ukraine the football championship EURO 2012. In order to face this challenge, it is essential not only to build kilometers of motorways or build new stadiums, but also to ensure security and safety to all participants of these championships.

Since Poland’s full participation in the borderless Schengen Area, the external eastern border of the Area and the European Union has been automatically moved. Currently it is the eastern border of Poland (apart from the borderline with Lithuania), parts of sea and air border. Poland, protecting the EU’s external border, has to and will have to guarantee due Member States’ protection against infiltration of illicit goods and illegal people. At the same time it has to keep amicable and correct relations with neighbouring countries located outside the European Union’s structures. The basic premise of tasks connected both to the development and sealing of the external border is an assumption that most people and goods crossing this border move in a legal way, in accordance with their declared purpose. Poland’s access to the Schengen Area was a breakthrough for Poland. Lifting controls on internal borders means that Poland has become a part of the territory of free movement of people. Simultaneously, Poland has a possibility to become a legitimate participant of the European Union’s area of freedom, security and justice.
