The article presents reflections on the topic of the implementation of the Europe 2020 Strategy for Poland. The strategy covers five areas, namely research and development, education and higher education, poverty reduction and social exclusion, employment as well as energy and climate, which have been analysed in this article. Because the provisions of the strategy should already be achieved, it is necessary today to verify the progress of work, as well as to compare the achievements with the created plan. In order to be able to assess the progress of the implementation of the strategic plan, it is necessary to set indicators that will make it possible to determine whether the activities carried out facilitate the achievement of the objectives or whether they should be adjusted. In order to do it, the authors used 4 indicators. To be able to forecast when Poland would reach the set values by 2022, the authors constructed mathematical models with which the indicators values were forecast. The results obtained have been summarized and countermeasures have been identified that can help eliminate detected irregularities. The successful implementation of the strategy will have a significant impact on ensuring Poland's energy security and environmental sustainability.

Artykuł przedstawia refleksje na temat realizacji Strategii Europa 2020 dla Polski. Strategia obejmuje pięć obszarów, tj. badania i rozwój, edukację i szkolnictwo wyższe, ograniczanie ubóstwa i wykluczenia społecznego, zatrudnienie oraz energię i klimat, które zostały poddane analizie w niniejszym artykule. Ponieważ zapisy strategii powinny być już zrealizowane, konieczna jest dziś weryfikacja postępu prac, a także porównanie osiągnięć z założonym planem. Aby móc ocenić postępy w realizacji planu strategicznego, konieczne jest wyznaczenie wskaźników, które pozwolą określić, czy prowadzone działania ułatwiają osiągnięcie celów, czy też należy je skorygować. W tym celu autorzy posłużyli się 4 wskaźnikami. Aby móc prognozować, kiedy Polska osiągnie wyznaczone wartości do 2022 r., autorzy skonstruowali modele matematyczne, za pomocą których prognozowano wartości wskaźników. Uzyskane wyniki zostały podsumowane i zidentyfikowano środki zaradcze, które mogą pomóc wyeliminować wykryte nieprawidłowości. Pomyślne wdrożenie strategii będzie miało znaczący wpływ na zapewnienie bezpieczeństwa energetycznego Polski i zrównoważonego rozwoju środowiska

The article analyses issues of innovation by small and medium-sized businesses in Poland and Austria in the context of the Europe 2020 Strategy. Polish cooperation with Austria is visible mainly in the fields of innovative solutions, nature protection, efficient production and respect for natural resources, which significantly affects sustainable economic development and job growth in both countries. In addition, the countries are connected with respect to economic growth and issues related to the exploitation of natural resources, which are key for the protection of the environment. Related decisions and actions in the near future will have a significant impact on the performance and economic cooperation of the two countries.

This article discusses important and current issues of sustainable development of the EU countries in the context of the Europe 2020 strategy (a strategy for smart, sustainable and inclusive growth). The main objective of this article is to prepare hierarchy and classification of the EU countries (including Norway and Croatia), showing the degree of core indicators implemented as described in the framework of the Europe 2020 strategy. Authors attempt to isolate groups of the EU countries which present similar development levels on the basis of accepted development indicators. It was attempts to determine: - the level of sustainable development EU countries (based on synthetic indicator), - trends in changing of sustainable development level EU countries, - the main factors determining the level of sustainable development level EU countries. Based on estimated indicators following assumptions were verified: the development distance between EU countries has steadily decreased and the economical factors are the most strongly determining factors of sustainable development. Selected methods of multivariable objects hierarchy and classification have been used in the study. In order to measure the level of sustainable development of the EU countries, linear ordering has been applied based on the standardized sums method. As a result, a relative level indicator of development has been assigned to each country. The classification of the EU countries has been made mainly according to the Ward hierarchical agglomeration procedure. Thus, groups of countries appeared have been similar in terms of analyzed characteristics. It allowed an attempt to determine basic features of these countries’ groups in terms of factors determining their development. Analysis will be carried out in spatial and time dimension as a part of the research. The subject of spatial analysis will be the EU countries, in particular their socio-economic development indicators as described in the Europe 2020 strategy framework. The time range of the study includes 2004 and 2012. Eurostat has been the main data source. Based on the obtained results, it has turned out that the development distance between European countries has been reduced. Analyzing changes of the level of the European countries development in 2004 and 2012 has showed visible process of catching-up development by countries in Central and Eastern Europe (with the leading position of Poland). Strong spatial differentiation of the European countries in terms of socio-economic development persists still. Analyzes have allowed to distinguish three groups of countries (both in the resulting hierarchy and grouping method): the Scandinavian countries and the countries of the so-called "the core of the EU", characterized by the highest level of life and the best economic situation. The second group of countries, called "Eastern bloc" of the enlargement of the EU in 2004 (except Malta), that are currently on the way of approximating their richer neighbours. They characterized by relatively high growth, mainly in the social sphere. The third group consists of countries that are in the structures of the EU for years, the countries of southern Europe (mainly Spain, Greece and Italy), in which the progress has not been observed or has been negligible. As many as three out of five features under examination (two of economy pillar and one of the society pillar) comparatively strongly explain the level of sustainable development indicator. It was proven that an environmental component was of less importance.

The article presents basic informations about the Europe 2020 Strategy. It is a successor of the Lisbon Strategy. Europe 2020 is a new Strategy for the EU which aim is to tum EU into a smart knowledge based, green economy with high levels of employment, productivity and social cohesion. This paper contains: priorities, goals, leading projects, structure and realization instruments of the Europe 2020 Strategy.

Celem opracowania jest wyjaśnienie istoty Strategii Europa 2020 ze szczególnym uwzględnieniem projektów rozwojowych w dziedzinie innowacyjności, dokonanie oceny poziomu innowacyjności gospodarek unijnych na tle USA, Japonii i Korei Płd., a także odpowiedź na pytanie dotyczące warunków rozwoju innowacyjności unijnego obszaru gospodarczego w świetle celów programowych Strategii. Opracowanie składa się z trzech części. W części pierwszej przedstawione są istota i założenia Strategii Europa 2020. Część druga zawiera analizę poziomu innowacyjności gospodarek Unii Europejskiej w porównaniu z USA, Japonią i Koreą Płd. W części trzeciej rozważania koncentrują się na przedstawieniu uwarunkowań i perspektyw rozwoju innowacyjności gospodarek Unii Europejskiej.

The Europe 2020 Strategy is European Union s answer to many challenges resulting from the economic globalization and financial crisis. The importance of these challenges is paramount. Hence, it has turned out that new strategies based on the principle of balanced development which would modernize the European economy are indispensable. The rise in innovativeness of the EU economies plays a key role in the implementation of the major aims of the Europe 2020 Strategy. The main aim of the paper is to present the essence of the Europe 2020 Strategy ,as well as to evaluate the conditions and prospects for development of innovativeness of European economies.
