The paper analyses changes that occurred in production of renewable energy in EU countries in 2004-2017 with special focus on Poland. Forecasts of renewable energy shares in total gross energy consumption for 2020 were calculated for EU and individual member states to verify whether it is possible to achieve the goals determined in Europe 2020 strategy. It is probable that the goal for EU will be achieved, however, a lot of countries will face difficulties in meeting it, and some other countries simply have no chances to meet the goal. Unfortunately, Poland is among the last group of countries. There are also states that have achieved the goal determined for 2020 much earlier, for example Bulgaria, Estonia or Sweden. In the next step, development of the renewable energy share in final consumption in power industry, in heating and cooling, as well as in transport is analysed. Based on this, using the method of k-means, a group of countries that in 2004 and in 2017 were leaders in this sphere, but still have a lot to do to reach high level of share of renewable energy is identified. The group of leaders in 2004 and 2017 slightly changed. Estonia and Lithuania joined Denmark, Croatia, Latvia, Austria, Portugal, Romania, Slovenia, Finland and Sweden. Poland still has a lot to do to reach the European level of renewable energy share, however the trend of renewable energy share that has been observed since 2012 is really alarming.

Polska jako państwo członkowskie Unii Europejskiej jest częścią większej społeczności, w której obowiązują ustalone prawa i obowiązki. W artykule podjęto próbę odpowiedzi na pytanie, czy przepisy prawne dotyczące zrównoważonego rozwoju obowiązujące w Polsce i w UE są ze sobą zgodne i jak duży wpływ mają one na polskie górnictwo. W tym celu porównano Strategię Europa 2020 i Strategię Polska 2030, krótko przedstawiono proces transformacji polskiego górnictwa i skutki reform lub ich braku, widoczne do dzisiaj. W podsumowaniu przedstawiono wnioski wynikające z przeprowadzonej wcześniej analizy.

Poland as a Member State of the European Union is a part of a larger community, with is governed by established rights and obligations. The paper was attempted to answer the question whether legislation on sustainable development in force in Poland and the EU are compatible with each other and how much influence they have on the Polish mining industry. For this purpose compares the Europe 2020 Strategy and the Strategy Poland 2030, presents the process of transformation of the Polish mining industry and the effects of the reforms visible today. The summary presents the conclusions from the earlier.

For years, companies cooperate with universities in many ways. Both derive benefits from it. Such cooperation gives higher education institutions the possibility of increasing the scientific and didactic potential. The effects of the widely understood cooperation give companies the opportunity to gain competitive advantage and increase the share of knowledge in the creation of enterprise value. According to decisions of the European Council in the near future cooperation between business and universities should remain one of the high priority actions.

Od lat przedsiębiorstwa współpracują z uczelniami wyższymi na wiele sposobów czerpiąc z tej współpracy korzyści. Efekty szeroko rozumianej współpracy dają przedsiębiorstwom możliwość zdobycia przewagi konkurencyjnej oraz zwiększenia udziału wiedzy w tworzeniu wartości przedsiębiorstwa. Z kolei taka kooperacja daje uczelniom możliwości zwiększenia potencjału naukowego i dydaktycznego. Według Rady Europejskiej w najbliższej przyszłości współpraca pomiędzy biznesem a uczelniami powinny pozostać jednym z działań priorytetowych.

There are 9 public universities In Pomerania that provide educational services mainly at the local level - 97% of students come from the province of Pomerania. The best prospects in the labor market are graduates of medicine, dentistry and Scandinavian languages. With respect to the directions, which have the greatest number of places, mostly they are offered by 2 or 3 public universities. In most cases, the rates of unemployment of graduates of the most available studies is higher than average unemployment rate among graduates in general. Analyzing the mission of each university can be seen dissonance between what university declares as its mission and what constitutes an offer of education. It seems that the greater the difference, the bigger problems in the labor market graduates have.

European Recovery and a turn into a “new economy” in Europe are hampered by the Washington Consensus and the large disparities between the Member States. Europe 2020 Strategy neglects both dimensions and continuous to apply the basic principles of economic policy of the Lisbon Strategy. Emerging global multi-polarity need a loosening from the dollar-dominated financial markets and a priority for strengthening the real economy in Europe. Instead of financial help packages the public financial expenditures should be addressed to the seven flagship initiatives of the Europe 2020 Strategy, which can level-off existing economic disparities. For this, the Currency Union needs to be complemented by a fiscal policy going far beyond the stronger economic govern-ance proposed by Europe 2020. Europe has to raise a financial transaction tax and to allocate it by a system of fiscal federalism partly to economically weaker Member States. Installing legally more elements of a “transfer union” would strengthen European competitiveness.

Europejska Odbudowa i zwrot w kierunku „nowej ekonomii” w Europie są spowalniane przez Konsensus Waszyngtoński i duże zróżnicowanie rozwojowe pomiędzy krajami UE. Zarysowująca się obecnie globalna wielobiegunowość potrzebuje odejścia od zdominowanych przez dolara rynków finansowych i uznania za prio-rytet konieczności wzmocnienia w Europie prawdziwej ekonomii. Zamiast doraźnej pomocy finansowej, wydat-ki publiczne powinny koncentrować się na siedmiu flagowych inicjatywach strategii Europa 2020, które mogą zmniejszyć istniejące ekonomiczne zróżnicowanie pomiędzy poszczególnymi krajami. Aby tak się stało, Unia Walutowa powinna zostać wsparta polityką fiskalną wybiegającą jednak daleko poza ekonomiczne zarządzanie zaproponowane w Europie 2020. Należy wprowadzić podatek od transakcji (financial transaction tax), który byłby częścią systemu fiskalnego federalizmu uwzględniającego potrzeby krajów słabszych ekonomicznie. Prawne umocowanie większej ilości „unii transferów” może zwiększyć europejską konkurencyjność.
