The spatial differentiation of the intervention of the regional policy of the EU supporting pro-environmental economic changes in Poland

The goal of this article is to identify the environmental economic changes supported as part of the intervention of the regional policy of the EU and to identify the regional differentiation of employing the relevant funds. In the research, relative data was used from the System of Monitoring and Financial Control of Structural Funds and Cohesion Funds SIMIK 07-13. The research results indicate a wide range of the regional policy’s impact on the environment-oriented economic changes including increase in energy effectiveness, the development of renewable sources of energy, the development or rail and water transport as well as local public transport and bicycle traffic, a more rational use of water resources, enhanced protection from adverse effects of the element of water, the development of recycling, restoration of degraded land and improvement of biodiversity protection. The regional differences in the value of the related support resulted from two types of conditions: the level of anthropogenic impact and the specific environmental conditions.

W ciągu minionego pięćdziesięciolecia zmieniła się europejska polityka regionalna, ponieważ fundamentalnie zmieniła się Europa i świat. We współczesnym, objętym globalizacją i ulegającym ciągłym zmianom świecie, Unia musi stawiać czoła nowym wyzwaniom. Europa XXI wieku musi zmierzyć się z problemami związanymi z takimi kwestiami, jak globalizacja gospodarki, rozwój demograficzny, zmiany klimatu, dostawy energii czy też niespotykane dotychczas zagrożenia dla zrównoważonego rozwoju człowieka. Aby sprostać tym wyzwaniom Unia potrzebuje nowej polityki przede wszystkim na poziomie lokalnym.

Sustainable development will not be brought about by European Union policies only: it must be taken up by local society at large as a principle guiding the many choices each citizen makes every day, as well as the big political and economic decisions that have. This requires profound changes in thinking, in economic and social structures and in consumption and production patterns. This required a sustainable development strategy with a stronger focus, a clearer division of responsibilities, wider ownership and broader support, a stronger integration of the international dimension and more effective implementation and monitoring.
