The biggest Polish sea ports are one of the most important components of the transport infrastructure of the country. The functioning, and in particular, striving to increase the competitiveness of Polish ports in the European and global transport system requires making capital-intensive investment activities aimed at improving the quality of port infrastructure and access to ports from sea and land. The aim of this article is to identify and indicate the possibility of using EU funds for 2014-2020 to develop port infrastructure and access to ports from the sea and land on the example of sea ports in Szczecin and Świnoujście.

Określono priorytety rozwoju usług publicznych dostępnych on-line w perspektywie finansowej 2020 r. Scharakteryzowano preferowane funkcjonalności umożliwiające świadczenie tych usług w formie elektronicznej. W szczególności opisano priorytet świadczenia usług polegający na wydzieleniu i uwspólnieniu infrastruktury dla urzędów. Zwrócono uwagę na potrzebę usystematyzowania usług dla ich efektywnego zarządzania, i ich skatalogowania stosownie do miejsca udostępnienia. Priorytetem jest również wybór usług pod względem użytkowników. Przedstawiono unijne instrumenty finansowe wspierające rozwój e-usług w priorytetowych obszarach.

The article focuses on the main priority areas concerning the development of public services offered on-line until 2020. The author outlined the preferable functionalities that enable the realization of public electronic services. In particular, one of the most expected priorities for offered services - separating and sharing the common IT infrastructure resources, especially locally. The article emphasizes the need for systematization of services in order to optimize the efficiency of management. Another priority is to index the services based on their location. Additional priority is a selection of services according to customer needs. The article ends with an outline of the EU financials which support the development of services in the priority areas described above.
