Model Doskonałości EFQM jest najpopularniejszym w Europie modelem doskonałości biznesowej stosowanym przez organizacje prywatne, ale również publiczne. Warto przekonać się, na ile standardy promowane przez ten model są znane i stosowane w polskim sektorze publicznym. Celem badań własnych przeprowadzonych w listopadzie i grudniu 2013 r. było poznanie przyczyn zdecydowania się przez polskie urzędy administracji publicznej, które otrzymały wyróżnienie EFQM, na wybór właśnie tego modelu dla poprawy jakości usług publicznych. Badania prowadzone były metodą wywiadu ustnego i pisemnego. W oparciu o ich wyniki oraz o dostępną literaturę można było podjąć próbę odpowiedzi na postawione pytanie badawcze, jak również przedstawić najczęściej wskazywane korzyści zastosowania Modelu w urzędzie oraz zastanowić się nad istnieniem związku między decyzją o zastosowaniu Modelu a uprzednim wprowadzeniem systemu zarządzania jakością w urzędzie lub korzystaniem z dofinansowania ze środków Unii Europejskiej.

The EFQM Excellence Model is the most popular in Europe business excellence model. It is used by private as well as public organizations. It is worth ascertaining how the standards promoted by this model are known and used in the Polish public sector. The aim of my research conducted in November and December 2013, was recognition the reasons why Polish public administration offices that received the EFQM certificate, decided to choose this model to improve the quality of public services. The research was conducted by the method of oral and written interview. Based on its results, and the available literature, it was possible to answer the main question of the research, as well as present most often mentioned benefits of using the Model in the office, and also consider the existence of the relationship between the decision to use the Model and the prior introduction of a quality management system in the office, or the use of funding from the European Union.

VŠB - Technical University of Ostrava (VŠB-TUO) is the first and heretofore only public university in Czech Republic that has ISO 9001 certification. The Faculty of Mechanical Engineering was the one Faculty of VŠB-TUO awarded the Czech Republic National Quality Award 2007 in the public sector category. The contribution describes the path of VŠB-TUO in implementation of a quality management system to implementation of EFQM Excellence Model as step beyond ISO 9001 certification. Politechnika w Ostrawie (VŠB-TUO) jest pierwszą i dotychczas jedyną publiczną uczelnią wyższą w Czechach, która posiada certyfikat ISO 9001. W roku 2007 Wydziałowi Inżynierii Mechanicznej przyznano czeską nagrodę jakości (the Czech Republic National Quality Award) w kategorii sektora publicznego. Artykuł przedstawia ścieżkę wdrażania systemu zarządzania jakością przez VŠB-TUO aż do implementacji Modelu Doskonałości (EFQM Excellence Model), co było krokiem niezbędnym do uzyskania certyfikatu ISO 9001.

Using the EFQM excellence model to the process assessment

Purpose: The aim of this paper is showing the EFQM Excellence Model approach. In this paper it was introduced the usage of the EFQM Excellence Model not only in the whole organization but also in the selected processes in the company. Design/methodology/approach: In the frames of own research it has been assessed the selected production process according to the criteria of the EFQM Excellence Model. Findings: The investigated company used the EFQM Excellence Model as a diagnostic tool for assessing the selected process. The best result was obtained in the criteria: Customer Results and the worst in: Society Results. Through this approach the organisation is better able to balance its priorities, allocate resources and generate realistic business plans. Research limitations/implications: The EFQM Excellence Model is a practical tool that can be used in a number of different ways, also as a tool for the process assessment. Practical implications: Own research clearly showed, how to conduct self-assessment in the selected process. Originality/value: The paper provides steps in self-assessment methodology for all who wish to measure achievements and strengths and also identify improvement opportunities in the process.
