Realizacja przedstawionych w Białej Księdze UE z 2011 r. kierunków zrównoważonego rozwoju transportu uzależniona jest w dużym stopniu od inwestycji infrastrukturalnych oraz zarządzania infrastrukturą. Celem artykułu jest analiza zmian zachodzących w infrastrukturze transportu w Polsce z punktu widzenia zaleceń europejskiej polityki transportowej, dotyczących stworzenia podstaw infrastrukturalnych optymalizacji działania multimodalnych łańcuchów logistycznych. W artykule przedstawiono: - kierunki zrównoważonego rozwoju transportu uwarunkowane realizacją inwestycji infrastrukturalnych, - tendencje europejskie w zakresie inwestycji infrastrukturalnych w transporcie, - problemy i stan zaawansowania w Polsce inwestycji infrastrukturalnych warunkujących zrównoważony rozwój przewozów ładunków i pasażerów. We wnioskach wskazano skutki dotychczasowych problemów oraz kierunki zmian.

The implementation of the directions of sustainable transport development depends largely on investments in infrastructure and infrastructure management. The aim of the article is to analyze the changes in transport infrastructure in Poland from the point of view of the recommendations of the European transport policy for the creation of infrastructural bases of optimize the performance of multimodal logistics chains. The article presents: - directions of sustainable transport which are connected with the implementation of infrastructure projects, - European trends in transport infrastructure investment, - problems and progress of infrastructure investments in Poland determining the sustainable development of freight and passengers transport. The conclusions contain the effects of the current issues and trends.

Działania legislacyjne Unii Europejskiej odnoszące się do kwestii kosztów zewnętrznych transportu zapoczątkowane zostały już we wczesnych latach 70. We wstępnej fazie nie były to działania kompleksowe i spójne, odnosiły się wyłącznie do kwestii czystości spalin oraz hałasu. Nie miały one również charakteru działań internalizacyjnych, a ich zadaniem było ograniczanie skali i negatywnych efektów. Od roku 1995, tj. publikacji Zielonej Księgi Transportu, odnoszącej się do opłat transportowych, można mówić o rozpoczęciu procesu kompleksowej identyfikacji problemu i kształtowania polityki internalizacji kosztów zewnętrznych transportu. Aktualnie o jej przyszłym kształcie można wnioskować z dokumentów opublikowanych pod koniec pierwszej dekady XXI wieku. Były to: Komunikat nr 435 z 2008 roku Strategia na rzecz wdrożenia internalizacji kosztów zewnętrznych; Komunikat Komisji Ekologiczny transport; Propozycja Dyrektywy zmieniającej Dyrektywę 1999/62/WE w sprawie opłat za użytkowanie niektórych typów infrastruktury przez pojazdy ciężarowe oraz przede wszystkim Biała Księga polityki transportowej z 2011 roku Plan utworzenia jednolitego europejskiego obszaru transportu – dążenie do osiągnięcia konkurencyjnego i zasobooszczędnego systemu transportowego.

EU legislative activity relating to the external costs of transport have already been initiated at the beginning of the 70s. In the initial phase it was not complex and coherent action. It related only to the emission of gases and noise. The activities had not the charter of internalisation, and their task was to limit the scale and negative effects. Since 1995, the publication of the Green Paper relating to the transport infrastructure prices. We can talk about the start of problem identification and complex process of internalisation policy of transport external costs. Currently the future policy and actions can be interpreted from the documents published at the end of the first decade of the century. These were: COM (2008) 435; Strategy for the internalization of external costs, Communication from the Commission Greening Transport; Proposal for Directive amending Directive 1999/62/ EC Directive 1999/62/EC on the charging of heavy goods vehicles for the use of certain infrastructures; White Paper on Transport Policy of 2011: Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system.
