The Belt and Road Initiative (BRI) is an international project focused on creating a network of infrastructure and strengthening trade links, primarily between China and Europe. Transport of goods within the BRI is conducted through one maritime and six rail economic corridors, one of which (New Eurasian Land Bridge) crosses the territory of Poland. This article covers issues related to the impact of the BRI on the regions of the participating countries and aims to determine the position of Podlaskie voivodeship compared to other Polish voivodeships in the BRI. To achieve this aim, a multi-stage study was conducted, including the design of a set of quantitative factors determining the position of voivodeships in the BRI, evaluation of the importance of the factors during the expert study, collection and normalisation of quantitative data, and comparative analysis of the factors. Research results show that, given the adopted methodology, the Podlaskie voivodeship is ranked 11th out of 16 Polish voivodeships in terms of its position in the BRI. This article’s findings contribute to the discussion on development opportunities in the Podlaskie region in the BRI context. They also motivate comprehensive research on the strategy for the widest possible inclusion of Podlaskie in the BRI’s activities and provide an important stimulus for the region’s development.

The Maritime Silk Road of the 21st Century (MSR) is one of the two largest and most ambitious projects announced by Xi Jinping in 2013, under the current name, the Belt and Road Initiative. The main aim of this paper is to assess the opportunities and risks of the maritime portion of this project for EU countries. The authors would like to draw the attention of readers to the possible goals behind the MSR, especially now, when numerous doubts connected with the Chinese initiative have risen. The authors analyze the situation and the consequences of the MSR Initiative for European ports and shipping companies, as well as for other infrastructure and sectors connected with seaborne trade as a part of the blue economy. The MSR creates not only opportunities for developing a blue economy in EU countries, but also competitive risks. EU countries should keep in mind the growing importance of the blue economy for China (including marine industries, the exploitation of ocean resources, and services such as tourism and transport), especially since it already currently represents around 10% of Chinese GDP. It is also worth highlighting that the sea lanes of communication from China to Europe through the Malacca-Suez route are among the busiest in the world. Twenty-five percent of world trade passes through the Malacca Strait alone. This should convince EU countries to pay more attention to China’s activity at sea.

Dyrektywy unijne i normy europejskie stawiają wysokie wymagania w aspekcie „higieny” zdrowia i środowiska wewnętrznego, jak również energooszczędności budynków. Jednakże wyniki badań prowadzonych w ostatnich latach wykazują, że systematycznie rośnie na świecie liczba osób, które doświadczają pogorszenia się stanu zdrowia na skutek przebywania w budynkach. Różne zespoły chorobowe, które są tego skutkiem, określa się jako BRI (Building Related Illness). W artykule przedstawiono kryteria oceny środowiska wewnętrznego w aspekcie możliwości pojawienia się ryzyka BRI, jak również wyniki badań w tym zakresie prowadzonych w ramach projektu UE "Hope". Przedmiotem analizy było również rozpoznanie, czy istnieje zależność między standardem energetycznym obiektu a ryzykiem wystąpienia BRI.

This article describes the methodology and final results of the EU Project "HOPE" (Health Optimisation Protocol for Energy- Efficient Buildings). It shows that conflict between health and comfort on the one hand and energy use on the other hand need not, in fact, exist.
