Dojrzałe stosowanie BIM zmienia podejście do realizacji procesu inwestycyjnego. Pozytywne doświadczenia przedsiębiorstw doprowadziły do promowania metodyki BIM w zamówieniach publicznych przez niektóre państwa. W artykule dokonano przeglądu przykładów implementacji BIM w zamówieniach publicznych w państwach europejskich o różnym stopniu rozwoju gospodarczego. W Polsce trwają dyskusje na temat wprowadzenia obligatoryjności stosowania BIM w zamówieniach publicznych. Jednym z efektów przeprowadzonych prac było stworzenie tzw. Mapy drogowej dla wdrożenia metodyki BIM w zamówieniach publicznych. Jednakże konieczne jest podjęcie dalszych konkretnych działań wprowadzających realne zmiany.

The mature use of BIM is changing the approach to the investment process. Positive experiences of companies have led some countries to promote BIM methodology in public procurement. The article reviews examples of BIM implementation in public procurement in European countries with different degrees of economic development. In Poland, there are discussions to make the use of BIM mandatory in public procurement. One of the results of the work carried out was the creation of a Roadmap for the implementation of BIM methodology in public procurement. Concrete actions are needed to bring about real change.

The European Union in the Industry 5.0 proposal encourages technological transformation. ICT Information and Communications Technology, which for the AEC industry are BIM and Digital Twin is appreciated, but also innovative and variable over time. Therefore publications like this, which verify the validity of information are important. Global BIM policy analysis can be valuable for stakeholders of the investment process, policymakers, researchers. The authors performed a scientific analysis on an extensive database of articles (over 20,000) as well as national regulations (in non-English languages). BIM mandatory in public investments depicted on the map, also charts showing other indicators. In Eastern Europe has been observed a small scale (22%) of planned BIM requirements. Czech Republic plans BIM mandate on public investments for project above the EU threshold. The Polish road map proposes MacroBIM for risky or complicated, public investments with budget exceeding EUR 10 million since 2025 and for all since 2025. Comparing with other indicators the Czech Republic and Poland have high GDP per capita and percentage of the industrial sector (including construction) in GDP value added. Poland is classified also as a developed market within the global equity indices. This may have an impact on digital transformation, which is a demanding project due to investment costs. Bulgaria did not include a BIM mandate in its digital transformations plan. Due to the Industry 5,0 and the positive results from case studies of countries that have already applied BIM mandatory introducing BIM requirements in public procurements should be motivated and supported.

The aim of this article is to analyze BIM technologies need to the design companies. Increased effectiveness of design companies using BIM was assessed. Article discusses BIM design challenges, barriers, problems and solutions. In order to assess the need of BIM technologies for design companies right, 10 BIM programs using companies designers were interviewed. Also there were identified factors which influence design firms to implement BIM programs. According to the respondents the greatest influence of BIM software installation for their company had calculations of 3D construction. Furthermore, there was assessed the increased effectiveness of the design services using BIM. The paper discusses the BIM technologies need for the design companies. There was estimated demand for BIM technologies for micro company which carries out design work in Lithuania. When project ordering demand is moderate, company in not willing to expand and economical situation in the country stays the same, it is not profitable to implement BIM for ,,micro” company when it is not making complex projects.
