W artykule omówiono wpływ jakości środowiska, w tym wód powierzchniowych i podziemnych: zaopatrzenia w wodę i odprowadzania ścieków, stanu natury, materiałów i metod prognozy oddziaływania środowiska i kultury, w procesie wydawania decyzji o środowiskowych uwarunkowaniach dla realizacji projektu, na przykładzie Obwodnica Augustowa.

The article discusses the impact of environmental quality, including surface and ground waters: water supply and sewage disposal, state of nature, material and cultural environment and impact forecast methods, on the process of issuing decisions on environmental conditions for project realization, as exemplified by the Augustów Bypass. The concordance of the report with the currently binding law is presented Using two assumptions, variants of the Augustów Bypass route are analyzed: a) the Pan-European Transport Corridor (Via Baltica) will have its route through Budzisko-Suwałki-Białystok- Warszawa - 3 variants, b) modification of the aforementioned variants, in areas to be assessed in variants I, II, III, to present the technical possibilities of developing the construction project, with the assumption that I Pan-European Transport Corridor (Via Baltica) will have its route in Budzisko-Suwałki-Ełk-Łomża-Warszawa. I in conclusion, the potential impact of the project on individual sectors of the environment and premises having impact on the appropriate choice of the optimal variant are presented. The report on environmental impact of the project is also assessed.
