Rosyjskie plany powrotu, na arenę międzynarodową w roli gracza strategicznego skutkują prowadzeniem agresywnej polityki zagranicznej, w tym militarne zaangażowanie w konflikty lokalne na całym świecie. Narzędziem niezbędnym do prowadzenia tego typu działań są nowoczesne siły zbrojne. Aby zapewnić skuteczne działanie swojej armii, Federacja Rosyjska sukcesywnie zwiększa nakłady finansowe na rozwój, produkcję i dostawy uzbrojenia w ramach Państwowych Planów Zbrojeniowych. Aktualnie w Federacji Rosyjskiej funkcjonują dwa państwowe programy zbrojeniowe: pierwszy opracowany na lata 2011-2020 (PPZ-2020) oraz drugi na lata 2018-2025 (PPZ-2025). Obydwa plany są komplementarne, a niewykorzystane fundusze programu PPZ-2020, trafią do PPZ-2025.

Plans of Russia to return on the international arena as a strategic power effect the aggressive foreign policy including military engagements into local conflicts all over the world. Modern armed forces is a necessary tool of such activities. The Russian Federation successively increases the financial assets for development, production and supplies of the ordnance in the frame of the State Armament Programs (SAP) to provide efficient operation of the army. Currently two state armament programs exist in the Russian Federation: the first prepared for years 2011-2020 (SAP-2020) and second for years 2018-2025 (SAP-2025). The two plans are complementary and the funds not used by SAP-2020 will be shifted to SAP-2025.

In 2008, the process of reorganization of the Russian Federation Armed Forces (RF AF) was initiated by the new Minister of Defence of the Russian Federation - Anatoly Serdiukov, the weakness of which has been highlighted by the campaign against Georgia. The article presents the main principles of the reform, its progress and implementation. The changes introduced by Serdiukov were unprecedented. They included the reorganization of the command and control system, logistics and a significant reduction of the RF AF personnel. Presented problems, because of the scope, are divided into two parts. The first describes the key issues concerning the RF AF reform. The second presents the reform of military education system, implementation of new weapons and military equipment and changes to the security of military units.

The article contains the genesis of Russia's military system. The author presents a historical development of military system in the Russian state. Starting with the times of Peter I, the aim of Russia's created military system was always to improve and adjust the armed forces to current needs of the state taking into considerations its strategic targets and financial capabilities. A direct stimulus to take certain steps in this area were serious defeats suffered on international arena. The author has paid a special attention to the process of forming the most essential military system element, namely Russia's armed forces. Watching the reform in Russia's armed forces, the author notices that in spite of numerous difficulties, mostly of economic nature, we can observe a slow but inevitable process of Russia's military system rebirth.
