Purpose: The article discusses the range of economic approaches to risk management in the implementation of projects for the development of offshore hydrocarbon deposits. Design/methodology/approach: The article utilizes methods and tools of systemic, situational and strategic analysis, expert assessments, as well as methods for evaluating investment projects. Findings: Within the work, the main risks at the stages of project implementation and formulated proposals for their levelling were analysed. Originality/value: To create competitive conditions for the development of offshore fields, we have identified the main risks arising from the realisation of oil and gas projects, and evaluated their impact on the economic efficiency of projects. This scientific work includes an analysis of investment costs in the development of offshore oil and gas fields in different climatic conditions. This article also discusses the issues of industrial safety and environmental protection in the development of offshore fields.

Purpose: The purpose of the article is determining the prospects of oil production in the Arctic from technological point of view. Design/methodology/approach: The study uses qualitative analysis in order to gain insights into the realistic prospects and the key aspects of the development of the Arctic shelf. The methods of strategic analysis were adopted to determine the main strategic directions of technological development of offshore projects. Reliability and validity of the obtained results are established due to the usage of modern legal and regulatory framework and data of the “Gazprom” and “RosNeft” oil companies. Findings: The study offers an approach to investigation of problem of Arctic oil and gas projects’ technological support. This paper provides the strategies of technological aspect’s future development and analyses opportunities of their implementation in current circumstances. Research limitations/implications: The relevance of this research is connected with increasing interest in the extraction of mineral resources in Russian Arctic. Practical implications: The findings of this study have a number of important implications for future practice within determination of the realistic prospects for development of Russian Arctic shelf. Originality/value: The problem of the development of offshore oil and gas Arctic projects has risen recently on a world scale due to the depletion of traditional overland oil and gas fields. This study has provided a deeper insight into strategic directions of providing the Russian offshore projects with required technologies. The possible ways were divided into three strategies: import-oriented strategy, cooperation strategy and intra-oriented substitution strategy.

Considering growing intensity of navigation on Northern Sea Route and of continuous exploration and development of Arctic shelf, problems of maritime situation monitoring in Arctic become particularly important. Firstly, complex operational informational support of activities in Arctic is needed. Secondly, constant access to actual and valid information about hydro-meteorological, navigational and ice situations is required. Solution of stated problems entails integration, processing and analysis of large amounts of heterogeneous data. Consequently, development of unified system for situation monitoring and intellectual support is essential. Such system allows to execute operational monitoring of dangerous situations of different sort (natural or anthropogenic) that influence safety of objects in Arctic region, and to perform intellectual analysis of such situations and prompt provision of suitable recommendations.

Novaya Zemlya Archipelago is the eastern boundary of the Barents Sea. The plankton of this region have been less intensively studied than those of other Arctic areas. This study of the mesozooplankton assemblage of Moller Bay was conducted in August 2010. The total mesozooplankton abundance and biomass ranged from 962 to 2980 individuals m-3 (mean š SD: 2263 š 921 indiv. m-3) and from 12.3 to 456.6 mg dry mass m-3 (mean š SD: 192 š 170 DM m-3) respectively. Copepods and appendicularians were the most numerous groups with Oithona similis, Pseudocalanusspp., Acartiaspp., Calanus glacialis and Oikopleura vanhoeffenni being the most abundant and frequent. Mesozooplankton abundance tended to decrease with depth, whereas an inverse pattern was observed for the total biomass. Total mesozooplankton biomass was negatively correlated with water temperature and positively correlated with salinity and chlorophyll a concentration. Comparison with previous data showed significant interannual variations in the total zooplankton stock in this region that may be due to differences in sampling seasons, climatic conditions and the distribution of potential food sources (phytoplankton and seabird colonies).

The Arctic region with no doubt play а big role in the expansion of the resource base of the World and Russia. OGRI RAS has engaged in wide-ranging research of the Arctic region's oil and gas bearing complexes using three-dimensional modeling at regional and 1осаl levels of various characteristics of deposit conditions. Arctic shelf oil and gas resources prospects and development problems are presented in the article.
