W artykule omówiono metodykę oceny zagrożeń ze strony wyrobisk górniczych mających połączenie z powierzchnią, usytuowanych na terenach zlikwidowanych podziemnych zakładów górniczych, oraz wyniki ich inwentaryzacji przeprowadzonej na terenie zlikwidowanych kopalń węgla kamiennego Zagłębia Dąbrowskiego. Przedstawiono informację o Archiwum Dokumentacji Mierniczo-Geologicznej przy Wyższym Urzędzie Górniczym oraz wykorzystaniu w pracach inwentaryzacyjnych zgromadzonej w nim dokumentacji mierniczo-geologicznej, zawierającej informacje o wyrobiskach górniczych zlikwidowanych zakładów górniczych.

The effects of mining activity may often become visible after decades or even centuries. Potential investors are afraid of investing large financial resources in areas previously subjected to mining. This is why making an inventory of mining workings with surface access located in liquidated underground mines is necessary to assess the current risk and to suggest preventive measures. The article presents the methodology of risk assessment for this type of workings. It also discusses the results of the completed inventory for liquidated coal mines in the Dąbrowa Coal Basin (Zagłębie Dąbrowskie). Obtained information will be valuable for the development of local land use plans in municipalities located in post-mining areas and issuing decisions on the conditions of land development. Inventory reports may help the potential investors to appropriately design buildings and other structures. The primary source of information for the Dąbrowa Coal Basin inventory were the documents collected at the Surveying and Geological Documentation Archive by the State Mining Authority. The Archive was established in 1999 and is the only place in Poland holding the surveying and geological documentation of liquidated mining plants containing information about mining workings with surface access. The Archive collects, archives and provides access to these documents as well as information regarding the environment and its protection. This ordered collection of documents is used by construction authorities, police, prosecutors, courts, court experts, investors, designers, property owners, scientists and companies in business governed by the Geological and Mining Law.

Wobec nasilonego po 1989 r. procesu likwidacji zakładów górniczych, koniecznym stało się zabezpieczenie dokumentacji mierniczo-geologicznej po zlikwidowanych zakładach, jako podstawowego źródła informacji o prowadzonej w przeszłości działalności górniczej i jej oddziaływaniu na środowisko. Informacja ta jest niezbędna m.in. dla: bezpiecznej pracy w czynnych zakładach górniczych, planowania i zagospodarowania przestrzennego terenów pogórniczych oraz ich przywracania do właściwego stanu, dochodzenia roszczeń z tytułu szkód pochodzenia górniczego, zapobiegania zagrożeniom powstającym w wyniku procesów zachodzących w górotworze. W Wyższym Urzędzie Górniczym uznano za konieczne utworzenie jednostki, która będzie takie informacje pozyskiwała, przechowywała, porządkowała, przetwarzała i udostępniała. W takim celu powołano Archiwum Dokumentacji Mierniczo-Geologicznej, którego dotychczasową działalność omówiono w artykule.

In view of the liquidation of mines, increased after 1989, it became necessary to protect the geological-survey documentation of closed factories, as the primary source of information about their past mining activity and its impact on the environment. This information is required for e.g., safe working in active mines, planning and developing the post-mining lands and restoring their proper condition, claims for damages of mining origin, prevention of risks arising as a result of processes occurring in the subsurface. In the State Mining Authority, it has been considered as necessary to create an entity to solicit such information, store, order, process and make available. For that purpose, the Archive of Mine Survey and Geological Documentation has been founded, the current activities of which is described in this paper.

W artykule przedstawiono kalendarium powstania i działalności Archiwum Dokumentacji Mierniczo-Geologicznej, formalnoprawne podstawy jego funkcjonowania, organizację i zadania oraz dotychczasowe osiagnięcia. Przedstawiono proces gromadzenia i archiwizowania dokumentacji mierniczo-geologicznych zlikwidowanych zakładów górniczych oraz zasady jej udostępniania, a także udzielania informacji o górniczych i geologicznych uwarunkowaniach środowiska po zaprzestaniu działalności górniczej na określonych terenach.

The article presents calendar of setting up of the Archive of Mine Survey and Geological Documentation and its activity, legal and formal basis of its functioning, organization, tasks as well as hitherto achievements. Presented are: the process of gathering and archiving the survey and geological documentation of the closed mining plants and the rules of granting access to it and to information about mining and geological conditions of the environment after closure of the mining activity on prescribed areas.

Prowadzona w Polsce od kilkunastu lat transformacja społeczno-gospodarcza spowodowała konieczność ograniczenia wielkości wydobycia kopalin, poprzez zmniejszenie zdolności produkcyjnych, a także likwidację nierentownych zakładów górniczych. Likwidacja zakładów górniczych wiąże się z problemem zabezpieczenia i wykorzystania dla innych potrzeb dokumentacji mierniczo-geologicznych wytworzonych w tych zakładach. Dla rozwiązania tego problemu przy Wyższym Urzędzie Górniczym powołane zostało Archiwum Dokumentacji Mierniczo-Geologicznej. W artykule przedstawiono formalno-prawne podstawy działania Archiwum, jego organizację i zadania, opisano proces gromadzenia i archiwizowania dokumentacji mierniczo-geologicznych zlikwidowanych zakładów górniczych oraz proces jej udostępniania i udzielania informacji o środowisku na terenach po działalności górniczej.

The social and economical transformation which takes place in Poland since over ten years resulted in the necessity of limiting the scale of mining by means of limiting the production capacity and also by closing down non-profitable mining enterprises. Closing down of mines is connected with the problem of protecting and using for other purposes of survey and geological documentation which has been prepared in such enterprises. To solve this problem, the Archive of Survey and Geological Documentation has been created at the Wyższy Urząd Górniczy (Supreme Board of Mining). Presented in the article have been the formal and legal principles of the Archive's activity, its organization and tasks, described has been the process of collecting and storing the survey and geological documentation of closed down mines and the procedure of making them accessible, as well as of rendering information on the environment of the area of mining activity in the past.

Jednym z elementów wiążących się z procesem likwidacji zakładów górniczych jest zabezpieczenie dokumentacji mierniczo-geologicznej oraz jej przekazanie właściwemu organowi nadzoru górniczego - Wyższemu Urzędowi Górniczemu. WUG podjął szereg działań zmierzających do odpowiedniego zabezpieczenia przejmowanych dokumentów oraz stworzenia możliwości do korzystania z nich przez użytkowników powierzchni objętej dawnym terenem górniczym. W artykule przedstawiono zasady organizacji i funkcjonowania Archiwum Dokumentacji Mierniczo-Geologicznej. Opisano również przyjęty w Archiwum informatyczny sposób archiwizowania, zarządzania i udostępniania przejmowanych dokumentów.

The decrease of about 36 Mt/year in possibilities of coal production was anticipated by the governmental programme for reorganization of coal mining industry in the period of 1998-2002. But a revision of the programme accelerates the terms of coal production termination by particular coal mines provided for closing down. The preservation of geodetic - geological documentation of closing down mines is among the elements connected of the process of reorganization. The preservation consists in delivery of the documentation of State Mining Authority, which has undertaken a lot of affairs to protect the documents received and to create the possibilities for using them by the users of post - mining lands. . An establishment of the Centre of Geodetic - Geological Documentation is one of those affairs. The paper presents pronciples of organization and working of the Centre, as well as the computerization of archivization, management and throwing the documents received open to the public.
