Content available Navigation infrastructure of the Northern Sea Route

The reduction of sea ice area in the Arctic has increased the availability of the Russian Arctic seas for navigation by vessels of relatively low ice class. The signing of the Act on the Northern Sea Route (NSR) by the President of the Russian Federation has created the possibility for ships from countries other than Russia to use the NSR. However, the NSR is very poorly recognized in terms of navigation by countries other than Russia. The author of the paper analyzed the NSR navigation infrastructure components in terms of the reliability of the information provided by the main producers of nautical publications for initial voyage planning. For the purpose of this analysis an indicator of the quality of the navigation infrastructure was developed. The value of this indicator, obtained on the basis of the above analysis, is low. Navigators that collect information during the initial stage of voyage planning may be misled if they use nautical publications originating from only one global producer of charts and publications. If the navigators act in accordance with good seamanship and familiarize themselves with information from two or three global producers of nautical publications, they may be disoriented due to the receipt of divergent information. It seems that before the voyage begins and preferably before planning a trip, the master or owner of the vessel intending to carry out a voyage by the NSR should first use the most current local knowledge in the possession of the Northern Sea Route Administration. This is also where information can be found as to where to obtain the most current and reliable information for initial voyage planning.

The radar with the function of automatic target tracking is the navigator’s basic aid in estimating a collision situation with regard to his own vessel. The quality of radar tracking process affects the reliability of data provided to the navigator for situation assessment, including the vessel’s safety. The use of artificial intelligence methods (GRNN network in particular) for this purpose permits a decrease of tracking errors and the shortening of delay of the vector presented in relation to real time. The article presents an algorithmic depiction of radar tracking by means of GRNN-based neural filter. There have been presented a filter diagram, an algorithm of GRNN parameter selection, manoeuvre detection, as well as the process of radar tracking by means of this filter.

From a point that should be improved further in present SART (Search and Rescue Radar Transponder), the size, the number, and the cost were enumerated. Some types of SART developed to solve them in Japan are introduced in this paper. That is automatically operating SART, circular polarization SART and so on. In the process, it was clarified that circular polarization is effective. In addition, One Mile SART using circular polarization was mentioned. It is SART miniaturized instead of limiting the function, because all crews and passengers can always carry the small and light SART. The parts were made for trial purposes and the performance was confirmed.

Gyroscopic compass, the main source of information about the heading on modern ship, is celebrating its centenary. In fact, nowadays it is commonly used on the ships in the form invented by Herman Anschutz before the Second Word War. However in the last decade we observe stormy evolution of completely different installations, which may substitute the well known gyro. Different kinds of devices, which could be used for heading determination, will be shortly presented and classified. Author’s thesis is that the new solutions are better than the old ones, nevertheless at the moment they are not in use only because of the mariners’ conservatism.
