It is the aim work the performance of legal controls which with regard on their dysfunkcjonalny character can be the cause of corruption. The relating the causes of corruption considerations focus round law the shit with day 19.10.1991 r. about husbanding the agricultural immobilities of Treasure of You as well as the law with day 09.05.2008 the r. about creation the Agency of Restructuring and the Modernization of Agriculture. The lack of unambiguously definite structure of government agencies, in this the Agency of Agricultural Immobilities and the Agency of Modrenization and the Restructuring of Agriculture as well as it causes the Agency of Agricultural Immobilities, that to qualify the character their working hard, and the same reliability and the thrift in management the possessions of Treasure of You. The resulting with relation of the trusteeship which unites fromTreasure of State these agencies dualism causes dysfunctions system inside, and also plurality and they can lead to corruption the vagueness of legal recipes as well as to create situation encouraging to her formation.

W opracowaniu scharakteryzowano działania Agencji Nieruchomości Rolnych, które w sposób bezpośredni i pośredni przyczyniają się głównie do poprawy warunków życia mieszkańców wsi. Do tych działań można zaliczyć działalność Agencji, obejmującą m.in. segment wspierania rozwoju szeroko pojętej infrastruktury technicznej i społecznej. Należy do nich szczególnie nieodpłatne przekazywanie części gruntów Zasobu Własności Rolnej Skarbu Państwa na cele realizacji projektów infrastrukturalnych czy transfer środków finansowych na wsparcie remontów i modernizacji obiektów technicznych na obszarach wiejskich. W tym celu przeanalizowano dotychczasowe dokonania Agencji w tym zakresie, jak również posłużono się przykładami funkcjonowania pokrewnych instytucji, działających w wybranych krajach Unii Europejskiej.

Paper characterized activities of the Agency of Agricultural Real Estates, which indirectly and directly contribute to improving the living conditions of rural inhabitants. To such activities may be included the action supporting development of widely understood technical and social infrastructure. In particular, it should be mentioned the gratuitous transferring parts of the grounds owned by the Resources of State Treasury Agricultural Properties, in order to realization of local infrastructural projects, or the transfer of financial means supporting the repairs and modernization of technical objects on rural areas. For such a reason hitherto existing achievements of the Agency in this field, were analyzed; also some examples of similar institutions functioning in selected countries of the EU, were given.
